This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work.
The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position works under the direction of the Flagler County Health Department Business Manager IIISES.
This position provides operational and financial management including identification and analysis of complex information management needs related to both the strategic and tactical operational support of CHD Federal, State and grant funded public health programs and development.
These functions require the incumbent to possess the ability to use independent judgment and considerable latitude for decision making and formulation/implementation of policies and procedures which have significant impact in financial administration and preparation/administration of the annual operating budget.
This position is responsible for assisting in the preparation and maintenance of the annual CHD operating budget.As such, works with Senior Leadership Team, Division Directors, Fund Managers and Clinic Managers to develop annual operating budget for each fiscal year.
Assures detailed budget analysis for all Level 4budget entities; conducts training on an on-going basis regarding budget development, budget preparation, budget management and provides key technical guidance for utilizing reports as management tools.
Monitors OCA cash balances and initiates adjusting entries or budgetary adjustments to keep these balances within acceptable parameters.Incumbent acts as a resource for partner CHDs, as defined by intra-agency agreement(s), to provide ongoing budgetary guidance and hands-on assistance.
This includes budget preparation and monitoring, OCA monitoring and adjustments, and fiscal year end reporting. This position is expected to perform detailed analysis and data entry, utilizing the state format. Incumbent will ensure timely submission to Central Office.Responsible for assisting with the coordination of the timely and accurate completion and submission of DOH-Flagler and DOH Baker Internal Control Questionnaire to the Bureau of Finance and Accounting.
Responsible for assessing and facilitating resolution for any identified critical weaknesses in our internal systems identified in this review process.
Responsible for assisting with the coordination of the collection, consolidation, preparation, validation, and submission of DOH - Flagler and DOH-Baker Year-End Financial Statement to include the yearly pharmacy inventory and submit information to the Bureau of Finance and Accounting in a timely and accurate manner.
Assists Business Manager III with Flagler CHD and Baker CHD with various administrative and accounting tasks as follows:(A) Expense Reallocations with Transfer (TR) 58s, 51s and 96s (B) Performs Pharmacy Insurance Estimates (C) Maintains, tracks, updates, and balances Rate spreadsheet as People First and FLHealthDesk.
HR transactions occur. Ensures Rate system is reviewed monthly and in balance according to the People First and FLHealthDesk.

(D) Ensures Single Federal Award certificates are completed and submitted every six months in compliance with DOHP E)Responsible for accurately and timely SEFA submission.
(F) .Performs Unannounced Quarterly Change Fund Audit for all CHD cash drawers at all locations, and uploads to SharePoint for reporting.
Information Technology Liaison between Volusia CHD IT and Flagler CHD. Process, maintain, and coordinate IT tickets via Cherwell for the CHD. Troubleshoots with employees to determine the need and submits IT tickets based on issues and resolutions. Communicates weekly directives between CHD's to ensure all tickets are processed timely and in order of priority. Tracks IT Orders, routing of supplies to appropriate employee and maintains IT equipment and supplies. Assist with yearly equipment and supply inventory to ensure adequate items are being ordered and budgeted.Troubleshoots system issues on an as needed basis, schedule system down time with VCHD IT and FCHD staff, and coordinates and reports move of equipment and employees.
Telephone system (Avaya) greeting and phone tree maintenance in coordination with Volusia IT.Facilities management responsibilities include but not limited to; walk facilities with staff to ensure safe work environment for CHD staff, assist with submission of work orders to county, follow up with county on work orders, and troubleshoot building issues.
Motivating, developing, and directing people as they work, identifying the best people for the job.Property Inventory Custodian Delegate responsible for maintaining inventory for all department.
Completes related duties as assigned by supervisor. Attends staff meetings, training sessions, and conferences as required. Submits timesheets as scheduled. Performs duties as outlines in the FCHD Policy and Procedures titled "Disaster Operating Procedure," as assigned.
Oversees and supervises the management of the DOH Flagler Personnel Liaison, Account Receivables, and Maintenance Mechanic, to include hiring staff, training staff, creating processes and procedures, scheduling and setting of performance expectations and evaluations.
