    Position Summary:
    The Process Safety Management (PSM) Engineer Staff will manage the PSM program at the Houston (Chemical) Plant.

    This position will ensure compliance with Occupational Safety and Health Administration (OSHA) regulation , Environmental Protection Agency (EPA) regulation 40 CFR Part 68, Risk Management Programs (RMPs) and PSM/Goodyear (internal) standards.


    The incumbent will oversee the Management of Change (MOC) process Ensuring proposed changes do not create additional risk to the facility and/or associates.

    He/She will also participate in MOC process hazard analyses (includes leading annual revalidations) and prestart up safety reviews. This role is the subject matter expert (SME) for the Incident Investigation process (including root cause analysis). This associate will coordinate activities pertaining to the Mechanical Integrity Inspection process (including budgeting and time sheet approvals). Coordinate with the Plant Operations team regarding the scheduling of equipment for timely inspections.

    The position will coordinate third-party engineering studies and action plans to ensure processes/equipment comply with Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) and Layers of Protection Analysis (LOPA)

    Tracking completion of action plans/items.

    In addition, the PSM Engineer Staff will track performance/trends and present (monthly) to the Plant Leadership team (PLT)


    Responsibilities:
    Primary Responsibilities
    Lead PSM/RMP programs in accordance with plant, corporate, OSHA and EPA guidelines. Periodically audit compliance with PSM procedures. Develop corrective action plans and coordinate timely completion of action items.
    Present monthly PSM status reports to the PLT.
    Periodically review/submit the Risk Management plan.
    Oversee the MOC process for the plant Participating in process hazard analyses (PHAs) and prestart up safety reviews.
    Ensure work instructions are updated and training is completed before changes are implemented.
    Make certain process safety information is updated (including process piping and instrument diagrams [P&IDs] and equipment files).
    Recommend program changes to the PLT to sustain the effectiveness of this program.
    Lead or support PHA using HAZOP (Hazard and Operability Study) or What If Checklist methodologies.
    Compile appropriate process safety information, schedule PHA teams and lead/document PHA.

    Work with PLT to develop corrective action plans and assign responsible persons/due dates Tracking completion and reporting progress to the PLT (monthly).

    Coordinate activities pertaining to the mechanical integrity inspection process.
    Ensure inspections are completed on schedule.
    Review inspection reports, assign action items and track to timely completion.
    Review contractor time sheets.
    Coordinate third-party engineering studies to ensure the design of our processes and equipment meet RAGAGEP and LOPA.
    Develop action plans to address deficiencies and track to timely completion.


    Qualifications:
    4 or more years of experience working in a petrochemical or manufacturing environment.
    3 or more years of experience in Process Safety Management and/or a Risk Management Plan
    Background in the mechanical integrity element of Process Safety Management

    Knowledge, Skills & Abilities
    Working knowledge of Recognized and Generally Accepted Good Engineering Practices (API, NFPA, OSHA, ASME and ANSI Desired)
    Experience in leading process hazard analysis (PHA) reviews (PHAPro experience Desired)
    Ability to interface with governmental agencies, plant/union leadership, engineering firms and contractors.
    Computer skills (including Microsoft Word, Excel, Power Point)
    Excellent communication skills (written/verbal)
    Must be a team player who is self-motivated and capable of managing multiple tasks.
