    The estimated duration of this engagement is approximately forty-eight (48) months, totaling 8,352 hours, concluding on May 31, 2028. Any adjustments to the scope, requirements, or schedule may necessitate a new or extended professional services agreement.

    *Job Description:*

    The Utah Department of Workforce Services is actively seeking a senior Java/AngularJS web consultant for immediate employment on the Care about Childcare Legacy System (CAC System). This system supports both an external public-facing website and an internal administrative support system. The consultant will become part of an existing team consisting of a consultant developer, project manager, and analyst. The CAC Legacy system has been operational for four years, with stakeholders continually seeking system enhancements and maintenance handled through agile sprint planning. Concurrently, there's ongoing development on a separate system slated to replace the legacy system in approximately three to four years. During this transitional phase, the CAC Legacy team will maintain the existing system and address stakeholder needs. We are seeking a proactive individual motivated to elevate the legacy system by implementing upgrades, enhancements, and overall system functionality improvements.

    *Minimum Qualifications:*

    Proficiency in modern web development technologies, specifically:

    Java Web APIs within the contemporary Spring stack (Spring MVC / Spring Security / JPA)

    AngularJS for user interface development

    Oracle for relational database design

    Responsive design using Bootstrap 4+

    Familiarity with Agile development methodologies, including SCRUM, along with experience in Atlassian tools (Jira/Confluence), sprint planning, retrospectives, and regular team stand-up meetings.

    Hands-on experience in both new and existing project environments as part of a development team.

    Competence in GitHub and GitFlow Pull Request model.

    Strong verbal and written communication skills.

    Minimum of 4 years of experience in Information Technology.

    *Preferred Qualifications:*

    Prior experience with GitHub Actions.

    Proficiency in AWS services for web applications, including but not limited to:

    ECR

    ECS

    S3

    ALB

    Knowledge of Infrastructure as Code through Terraform.

    Familiarity with the Quartz job scheduling system.
