The Budget Analyst performs numerous review and consolidation tasks during the budget formulation process assesses the validity of assumptions evaluates consistency of estimates against past performance or other benchmarks determines validity of methods used evaluates program balance and adequacy of justifications requests additional information changes or further justification as needed interprets and implements VACO instructions and regulations relating to budget matters provides budgetary training advice support to management fund control point officials provides support to Research Service ACOS/Education Veterans Outreach Fee Basis coordinators specialized programs preparation annual budget plans performs substantive tasks related funds control Medical Center including apportionment allocation allotment sub-allotment funds anticipates possible anti-deficiency regulation violations aider correction situation recommends reserve funding levels transfer funds withdrawals reprogramming due unplanned costs new obligations prepares fund projections management operation Medical Center reviews financial reports anticipate reprogramming needs analyze progress toward goals estimates appraise funding levels explain deviations prepares projections fiscal year budgetary elements FTE P/S A/O based current planned activity levels distributes budgetary funding appropriate control points both IFCAP FMS systems monitors expenditures significant variances investigates variances provides Financial Manager report findings performs duties assignedJob description
