    What are the duties of a Certified Transportation Driver/Youth Counselor Technician?


    These positions will provide transportation and supervision for juveniles to and from required destinations such as court hearings, detention centers, youth development centers, residential placement, medical appointments, and other required destinations.

    Monitor youth while in secure custody during court as requested. Provide non-secure transport to youth as authorized and when not in secure custody. Monitor youth during all transportation trips.

    Staff will provide crisis intervention, de-escalation, mediation or Restraint Control Defense Tactic (RCDT) as needed and in accordance with Division policy.

    Report to appropriate staff upon return from destination. Ability to assess youth behavior, report the progress of youth, and communicate information to managers.


    Conduct searches of juveniles for contraband prior to and after each transport trip to prevent possible escapes or passing of contraband.

    Apply mechanical restraints to juveniles prior to secure transports according to policy and training; Contact appropriate staff upon arrival at destination for assistance to prevent escapes; De-escalate situations using methods approved via policy.

    Staff will maintain required reports of activities relating to the transportation and oversight of the custodial supervision of each juvenile that is served.

    Must demonstrate observation and report writing skills. Position must maintain written and electronic records related to the behavior and security of youth under their supervision.

    Inspect vehicles regularly and maintain appropriate maintenance (preventative service and inspection schedule) of vehicle fleet. Maintain transport documents for all trips made. Monitor gas, oil and tires daily; contact Direct Supervisor for authorization for repairs, if necessary.

    Conduct searches of vehicle for contraband prior to and after each transport trip to prevent possible escapes or passing of contraband.


    Other duties may include assisting with curfew checks, drug screens, Electronic Monitoring alerts, provide safety and security in districts as needed and other duties as authorized by management.


    Selected applicant must attend and successfully complete Juvenile Justice Officer Basic Training certification program within a year of employment and maintain Criminal Justice Certification.

    This position requires re-certification in Restraint Control Defense Tactics (RCDT) and other required annual trainings.

    This is a full-time position (40 hours per week) with State Benefits.


    Certified Transportation Driver (Youth Counselor Technician) positions are based in the following counties: Alexander, Avery, Burke, Cabarrus, Chatham, Cleveland, Cumberland, Edgecombe, Granville, Guilford, Lenoir, Mecklenburg, Nash, New Hanover, Onslow, Pitt, Robeson, Surry, Union, Vance, Wake, Wayne, and Wilkes.

    Juvenile Justice continuously recruits for these positions, and there may or may not be vacancies available in every county.


    Note to Current State Employees:
    The salary grade for this position is NC04.

    The following are Knowledge, Skills & Abilities (KSA's) for a Youth Counselor Technician - Certified Transportation Driver:


    • Possess effective oral and written communication skills and the ability to establish rapport and successfully interact with a variety of individuals.
    • Possess visual acuity, alertness and awareness of surrounding activities and to perform search of persons, places and objects.
    • Ability to in apply proper methods and procedures to physically restrain juveniles and defend self if properly trained.
    • Ability to drive a motor vehicle safely and efficiently while ensuring the safety of juveniles being transported.

    Management Preferences:

    • General knowledge of behaviors exhibited by adjudicated juveniles.
    • General knowledge of supportive counseling techniques.

    Associate degree from an appropriately accredited institution;

    OR

    High school or General Educational Development (GED) diploma and two years of related human services experience;

    OR

    an equivalent combination of education and experience.

    Necessary Special Qualification:


    Applicants for positions designated as Juvenile Justice Officers are subject to and must meet the hiring and training standards established by the North Carolina Criminal Justice Education and Training Standards Commission, as defined in Title 12, Chapter 9 of the NC Administrative Code, by the statutory authority of GS 17C.

    Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program. The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays.

    In addition the selected candidate must:

    • Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma).
    • Pass a Criminal Background check
    • Pass a Drug Screening test
    • Pass a Psychological test
    • Pass a Sexual Risk Screening test
    • Pass a Physical (to include Vision and Hearing)
    • Be a US citizen
    • Be at least 20 years of age
    • Have a valid driver's license
