    Job Description

    Administrative Faculty Contract. Non Tenure Track, Benefits Eligible.

    The Specialist of Environmental Health & Safety is responsible for: development, implementation, and maintenance of campus environmental, health, and safety programs and policies to ensure compliance with applicable regulations and provide a safe and healthy learning and working environment. The incumbent: manages campus inspection activities and hazardous materials management for all campuses of Western Nevada College; develops and coordinates a wide variety of emergency planning materials, which include but are not limited to, building safety and evacuation plans, and continuity of operations plans; documents accidents and injuries and identifies root causes to improve programs and processes at the institution; provides budget planning and projection; strategic planning; represents EH&S on college committees, as appropriate; performs and oversees safety inspections for compliance and insurance purposes; and acts as the primary liaison between the college and the Risk Management and Workers' Compensation teams at Business Center North. This position reports to the Chief Financial Officer.

    Duties and Responsibilities:

    Emergency Preparation:
    • Develop and use GIS applications in conjunction with other campus information systems to develop and maintain department and/or building/facility emergency plans (i.e., hazards and risks, facility systems and utilities, incident response systems and resources, and response actions) for each department, building or facility that is integrated with the building floor plans and ensure consistency with higher level campus emergency plans
    • Manage the development and implementation of plans through direct participation of responsible departments and buildings, and coordinate planning efforts and information provided by campus groups
    • Create supporting information/documentation and provide to students, faculty and staff
    • Ensure plans are compatible with the overall college emergency plan and with expectations of local authorities
    • Consider and prioritize specific issues during planning, which may include but are not limited to, life safety and emergency egress, fire detection and suppression systems, hazardous materials, facility systems and utilities, specific workplace activities and operations, emergency power needs and priorities, and business continuity
    • Consider protection of the environment and college assets such as facilities, equipment and instrumentation, and research materials
    • Identify hazards and assess risks as they relate to emergency response planning
    • Maintain all information related to chemical inventory, faculty contact information, and building plans
    • Prepare, update, and post all Occupational Safety and Health Administration (OSHA) Emergency Egress Maps on an as-needed basis
    Safety Training and Promotion:
    • Create awareness and facilitate meaningful participation in planning processes to ensure success
    • Provide training on safety plans and other emergency planning elements such as fire extinguishers
    • Conduct all required evacuation drills in conjunction with WNC Police Services, and/or the Carson City Fire Department
    • Support committees with expertise relating to safety issues on campus
    Accident/Injury Documentation:
    • Process workers compensation claims, document accidents and injuries, analyze trends and recommend ways to prevent further incidents, as requested.
    • Document injury accidents through interviews and pictures, as requested
    • Track metrics and provides top-level view reports to executive team outlining claim losses
    • Investigate accidents and incidents
    • Identify the root cause of the accident and makes recommendations in the form of corrective action options
    • Communicate recommendations in writing and provides follow-up to track resolutions
    Safety Inspections:
    • Conduct and/or oversee inspections including but not limited to: AEDs, eyewashes, showers, exterior walking surfaces, equipment, labs, to ensure safety and compliance with various regulating agencies
    • Develop budget to address deficiencies and maintenance issues
    • Participate in annual insurance audits in conjunction with Risk Management and Facilities to ensure findings are being addressed
    • Coordinate with various departments and stakeholders to take preventative action to reduce audit findings
    Operations Management:
    • Evaluate, recommend, and implement policies and procedures to assure awareness of, and compliance with, safety, health, and environmental requirements to reduce risk
    • Assist in developing budget and projections of future expenses
    • Participate in developing EH&S strategic plan
    • Represent EH&S on college committees
    • Assess operational deficiencies and recommend improvements through information technology and other resources
    Dangerous Goods Shipping/Receiving and Inventory
    • Facilitate shipment and receipt of dangerous and hazardous goods as required state, federal and international regulations
    • Work with faculty and staff to address training needs for materials being shipped or received
    • Digitally track and maintain chemical and hazardous material inventory
    • Manage disposal of hazardous waste and materials
    Knowledge, Skills and Abilities:

    Knowledge of:
    • Emergency planning and preparedness concepts
    • EH&S organization and operations, particularly in a higher education setting
    • Federal and Nevada Occupational Safety and Environmental Protection regulations
    Skills:
    • Excellent verbal and written communication with capability of explaining technical material to others
    • Proficiency in use of a personal computer and current software applications including but not limited to the Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and Workday
    • Technical writing
    • Budget and proposal preparation and grant preparation
    • Independent decision-making and effective analytical skills
    Ability to:
    • Understand and interpret formalized policies, guidelines, rules, and regulations
    • Provide problem-solving solutions to complex projects
    • Work well with people, both in an oversight capacity and in a problem-solving capacity (wide range of people: faculty, staff, contractors, and local agencies) to encourage collaboration and coordination with other staff
    • Interact effectively with faculty, administrative staff and other employees at all levels of responsibility
    • Manage, prioritize, and complete multiple projects/tasks in an efficient and timely manner while maintaining focus on organizational goals
    • Document injuries/accidents and identify root causes to assist the institution in improving programs and facilities
    • Cultivate relationships with numerous departments on campus for various data collection and other information
    Minimum Qualifications:
    • Bachelor's Degree and three years of related professional experience. OR an Associate's degree and four years of related professional experience
    • One year of the related professional experience must include: Hazardous material management, environmental compliance, other EH&S regulatory compliance work, related training or other relevant experience, and experience as a lead or supervisor
    Licensure:
    • Possess (or acquire within 6 months of employment) Hazardous Waste Operations and Emergency Response (HAZWOPER) certification
    • Nevada class C driver's license
    • OSHA 10/30
    Preferred Qualifications:
    • Experience in a college, university, or governmental facility
    Minimum Starting Salary Information:

    This position is at a salary grade C. The minimum of the placement range is $66, The selected candidate will be placed at or above the minimum based on education and experience. WNC's placement range falls within the NSHE salary schedule: NSHE ADMINISTRATIVE SALARY SCHEDULE

    Grants-in-aid for Faculty Employees
    WNC is proud to provide a reduced-rate tuition benefit to faculty and qualified dependents. Faculty can take up to six credits per semester at a reduced rate. Dependents of faculty have unlimited credits, but in order to be eligible children must be unmarried and under the age of 24 and must receive at least 50% of their financial support from the employee and/or employee's spouse or domestic partner.
