    5/27/2024JOBSUMMARYThis position plans and supervises the efficientadministration, operation and maintenance of the City's wastewater treatmentfacility, ensuring compliance with strict water quality standards; and performsother technical, administrative and supervisory work as required.

    The incumbentworks within broad policy and organizational guidelines and does independentplanning and implementation, reporting progress of major activities throughperiodic conferences and meetings.


    ESSENTIAL JOB FUNCTIONS:


    Plans, directs and supervises the efficientoperation and maintenance of the City's wastewater treatment facility;Ensures plant compliance with strict waterquality standards as established by State Department of Health andEnvironmental Control, City and County policies and procedures, and allother applicable laws, regulations, and standards of quality and safety; Supervises the work of subordinate staff;supervisory duties include scheduling; instructing; assigning, reviewingand planning work of others; maintaining standards; coordinatingactivities; allocating personnel; selecting new employees; acting onemployee problems; and recommending employee discipline and discharge;Reviews the work of subordinates forcompleteness and accuracy; evaluates performance and makes recommendationsas appropriate; offers advice and assistance as needed;Coordinates and schedules training foroperators on new and existing plant operations and safety procedures;Develops and administers the division's annualoperating and capital improvement budgets; reviews and approves allexpenditures;Coordinates and schedules the activities offacility personnel and treatment processes to maintain optimumeffectiveness and efficiency;Develops treatment strategies to meet new andexisting regulations;Inspects equipment and processes to determineefficiency of operations, maintenance requirements, and cleanliness;Reviews reports prepared by subordinates anddetermines what changes in operating routines may be necessary for variousshifts; supervises the maintenance of required records and reports; Prepares reports of plant processes andoperations as required by regulatory agencies and the City;Works with consulting engineers, equipmentmanufacturers/vendors, and construction contractors in the upgrade and/ormodification of facilities and equipment;Assists subordinates with plant operations asneeded;Coordinates plant activities and functionswith those of other City divisions, departments, County departments andoutside agencies as appropriate;Receives and responds to inquiries, concerns,complaints and requests for assistance from customers and the generalpublic regarding areas of responsibility;Performs general administrative / clericalwork as required, including but not limited to preparing reports andcorrespondence, conducting and attending meetings, entering and retrievingcomputer data, copying and filing documents, answering the telephone,etc.;Attends meetings, training, seminars, etc., asappropriate to enhance job knowledge and skills;Serves on call 24 hours per day to ensureuninterrupted service for customers; andPerforms other related duties as assigned.


    MINIMUM REQUIREMENTS TO PERFORM WORK:


    Associates Degree in an engineering, natural sciences, or closely related field;Eight (8) years of relevant prior experience;Valid South Carolina Class "D" Drivers LicenseKnowledge, Skills and Abilities:Knowledge ofmathematics involving the practical application of fractions, percentages,ratios and proportions; or measurements, logarithmic or geometricconstruction.

    May use algebraic solutions of equations and inequalities;descriptive statistics; deductive geometry, plane and solid, andrectangular coordinates; mathematical classifications or schemes;Knowledge ofpersonal computer equipment with skill in doing data entry and in the useof Microsoft Office 2000 preferred, utilizing Outlook, word processing,and spreadsheet software programs;Ability toplan or direct others in the sequence of major activities and reporting onoperations and activities which are very broad in scope;Ability tosupervise or lead others by determining work procedures, assigning duties,maintaining harmonious relations and promoting efficiency;Ability tosupervise the activities of those operating or repairing complex machineryor equipment that requires extended training and experience, such asutility plant equipment, heavy equipment, or the application of complexsoftware or systems; may involve installation and testing;Ability toperform supervisory work involving policy and guidelines, solving bothpeople- and work-related problems;Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; andAbility to make decisions, affecting most segments of the organization and the general public; works in a highly dynamic environment; responsible for establishing goals, objectives and policies.


    PHYSICAL DEMANDS:


    Thework is considered medium in nature and involves walking, standing, stooping,stretching or lifting all of the time and also involves exerting between 20 and50 pounds of force on a recurring basis, or considerable skill, adeptness andspeed in the use of fingers, hands or limbs in tasks involving very closetolerances or limits of accuracy.

    The work requires the following physicalabilities to perform the essential job functions:
    climbing, fingering, hearing,lifting, mental acuity, pulling, pushing, reaching, repetitive motion,speaking, stooping, talking, visual acuity, and walking

    WORKING CONDITIONS:


    Work environment may involve exposure to bright/dim light, dusts andpollen, extreme heat and/or cold, wet or humid conditions, extreme noiselevels, vibration, fumes and/or noxious odors, moving machinery, electricalshock, heights, toxic/caustic chemicals, disease / pathogens, confined spaces;and is dynamic that requires sensitivity to change and responsiveness tochanging goals, priorities, and needs.
