    Description

    The Energy Marshal supports safe, compliant, and efficient execution of construction, pre-commissioning, and start-up activities on a semiconductor fabrication (fab) project. This role serves as the central coordination point for all energy control activities impacting construction and tool hook-up work—spanning electrical, mechanical, hydraulic, pneumatic, chemical, gas, and stored energy sources.

    Working closely with Construction Management, Quality Assurance/Quality Control (QA/QC), Commissioning (Cx), and Operations/Facilities, the Energy Marshal manages isolations, lockout/tagout (LOTO), and permit-to-work (PTW) processes to enable safe work in a complex, high-tech environment.

    Key Responsibilities1) Energy Control & Safety
    • Lead implementation and enforcement of Energy Control Procedures (ECPs) and LOTO programs for all construction and commissioning activities within the fab and supporting facilities.
    • Identify, verify, and document all energy sources, including but not limited to:
    • High/medium/low voltage electrical systems
    • Process gases and ultra-high purity (UHP) gases
    • Chemicals and chemical distribution
    • Vacuum, compressed air, water, thermal systems
    • Stored mechanical energy and other hazardous energy sources
    • Ensure isolations, locks, tags, and zero-energy verification are in place, validated, and documented prior to starting work.
    • Coordinate safe energization/de-energization of equipment, tools, and systems (e.g., substations, distribution boards, temporary power, exhaust systems, process utilities).
    • Maintain strict controls for live work, troubleshooting under power, and deviations from standard isolation practices—ensuring required approvals, controls, and documentation.
    • Conduct field verifications, pre-job walkdowns, and support job hazard analyses (JHAs) for energy-intensive tasks (tie-ins, tool hook-ups, turnovers, cutovers, start-ups).
    2) Permitting & Work Authorization (PTW)
    • Review, authorize, and track permits involving energy hazards, including:
    • Electrical work and HV/MV switching
    • Hot work in cleanroom/support areas
    • Confined space entry (pits, tanks, sub-fab areas)
    • Work on process gases, chemicals, and other hazardous energy systems
    • Coordinate work windows, isolations, and clearances with Construction, trade contractors, Commissioning, and Facilities/Operations.
    • Ensure robust documentation and traceability including isolation plans, LOTO logs, switching orders, red-line drawings, and permit closeout records.
    • Verify removal of locks/tags and safe restoration of systems to service upon completion, including permit closeout and turnover readiness.
    3) Coordination & Communication
    • Act as the single point of contact and "source of truth" for energy status within assigned areas (e.g., sub-fab, cleanroom, central utility building).
    • Participate in daily SIMOPS planning, PTW meetings, and coordination calls to align schedule, work fronts, and energy-related constraints.
    • Communicate energy status, planned shutdowns, start-ups, and isolation changes to impacted contractors and client teams.
    • Escalate and resolve conflicts (overlapping scopes, competing shutdowns), unsafe conditions, or deviations from procedure—driving alignment across stakeholders.
    4) Compliance & Documentation
    • Ensure compliance with company policies, client standards, and applicable regulations/codes (e.g., OSHA 1910/1926, NFPA 70E, NFPA 70/NEC, relevant SEMI standards).
    • Maintain current and accurate energy control documentation, such as:
    • Energy status boards
    • One-line diagrams
    • P&IDs and utility drawings
    • Isolation lists and red-lined drawings reflecting field conditions
    • Support internal/client audits, inspections, and incident investigations related to energy control, LOTO, and PTW.
    • Contribute to development and continuous improvement of fab-specific ECPs, LOTO standards, and switching/turnover plans.
    5) Training & Safety Culture
    • Coach supervisors, foremen, and technicians on proper energy isolation, LOTO, and permit compliance—especially personnel new to fab environments.
    • Deliver or support training in energy awareness, electrical safety, process gas/chemical hazards, and semiconductor-specific energy risks.
    • Promote strong safety culture through hazard identification, near-miss reporting, and active use of stop-work authority for energy-related concerns. 

    Requirements

    7+ years of experience in industrial construction, semiconductor construction, power/utility systems, or process plant environments (pharma, chemical, oil & gas, data centers, etc.).

    • Demonstrated experience leading or coordinating LOTO and energy isolation programs on large, complex projects.
    • Working knowledge of:
    • Electrical distribution: HV/MV/LV, switchgear, MCCs, panels
    • Mechanical/utility systems: chilled water, DI water, CDA, vacuum, exhaust
    • Hazardous gases/chemicals typical to semiconductor fabs (e.g., toxic/pyrophoric gases, acids, solvents) or strong willingness to learn quickly
    • Process piping, pipefitting, welding; familiarity with WWT and UPW systems is highly valued
    • Ability to read and interpret one-line diagrams, P&IDs, utility layouts, and construction/commissioning procedures.
    • Strong communication and coordination skills across multiple contractors and disciplines.
    • Proficiency with basic digital tools (MS Office) and willingness to use digital PTW/LOTO systems.
    • Direct semiconductor fab experience (greenfield, brownfield, tool install, major expansion).
    • Prior role as Energy Marshal, LOTO Coordinator, PTW/Permit Coordinator, Authorized Person, or Electrical/Utilities Safety Officer.
    • Certifications/training such as:
    • NFPA 70E Electrical Safety
    • OSHA 30 (Construction); OSHA 50 or equivalent
    • High-voltage switching or substation operations training
    • HAZCOM / process safety / hazardous materials training
    • Experience working in cleanroom/sub-fab environments; understanding of contamination controls, access controls, and gowning protocols.
    Competencies
    • Strong safety mindset with a high sensitivity to hidden/complex energy sources.
    • High attention to detail and disciplined execution of procedures and documentation.
    • Ability to influence and hold multiple contractors accountable without direct line authority.
    • Skilled at prioritizing and managing multiple simultaneous work fronts and shutdown windows.
    • Clear, concise verbal and written communication; comfortable leading briefings and coordination meetings.
    Working Conditions
    • Primarily field-based on an active construction and commissioning site, including sub-fab, utilities areas, and cleanroom spaces (with appropriate gowning).
    • Exposure to construction noise, working at heights, confined spaces, and high-voltage/hazardous materials with appropriate PPE and controls.
    • May require shift work and extended hours (nights/weekends) to support critical tie-ins, shutdowns, and commissioning milestones.
    • Occasional travel to other project sites or client locations as required.
