- Plans, directs, and supervises the activities of English Language Learners by district and state policies and applicable laws.
- Provides K-12 technical assistance for English Language Learners in ENL and Bilingual Programming.
- Convenes and facilitates RCSD subject area council of representative teachers and administrators.
- Unifies diverse views of students, staff, parents, and community members into a cohesive vision for instruction in their assigned areas of responsibility.
- Maintains communication with local, state, and national English Language Learners councils on professional issues to support continuous assessment of course offerings and knowledge of national trends to disseminate to appropriate personnel.
- Works closely with teachers and building administrators to improve instruction.
- Accepts major responsibility and provides leadership for the long-range planning of World Language curricula and assessments.
- Works with the Office of Parent Engagement to increase parent engagement and understanding of English Language Learning while aligning support services for students.
- Works in conjunction with Human Capital Initiatives in the recruitment, selection, and retention of ENL, World Language, and Bilingual teachers.
- Participates in professional development to assure that the district is continually abreast of new and promising practices.
- Leads collaborative initiatives in support of developing professional learning communities within and beyond the context of schools and the District.
- Provides professional development and guidance to principals in collaboration with the Directors of Special Education and Intervention on service delivery practices, and instructional best practices for students with special needs (including Special Education students, Gifted Learners, and at-risk student populations) to improve student achievement and accelerate student learning.
- In collaboration with the Director of Professional Learning, assists schools in developing professional learning plans that incorporate English Language Learners and reflect the philosophy of 1) collective inquiry into best practice and schools current reality; 2) action orientation; 3) commitment to continuous improvement; 4) and results in orientation.
- Designs, plans, and implements professional development workshops for teachers.
- Develops, implements, monitors, reviews, and coordinates English Language Learners curricula in collaboration with Directors from the Division of Teaching & Learning for grades K-12, including textbook adoptions, in alignment with resources and assessments.
- Works with cross-district committees to facilitate the completion of district curriculum documents.
- In conjunction with individual classroom teachers, administrators, and school communities, accesses, reviews and applies a range of data in crafting appropriate and effective interventions for students potentially experiencing academic difficulties.
- Considers and adapts to the effects of social and technological developments on teaching and learning.
- Continuously assesses the effectiveness of course offerings and recommends changes as appropriate.
- Ensures effective school implementation of New York State content and performance standards.
- Provides support to schools in setting goals and targets for continuous improvement in student achievement.
- Supports school leadership teams to develop instructional plans for world languages by assessing classroom instruction, analyzing assessment data, and identifying the instructional needs of the school.
- Designs, plans, and conducts new teacher orientation and mentoring.
- Provides leadership for World Language in the selection of textbooks and related instructional materials.
- Observes and formally evaluates classroom teaching/learning at the request of building administrators or teachers.
- Has a working knowledge of and the ability to implement effective research-based classroom practices.
- Develops and/or revises citywide assessments in collaboration with district teachers.
- Analyzes data about student achievement and teacher practice, makes recommendations, and develops action plans for improvements.
- Participates actively in local, state, and national organizations and seeks community resources to help in instruction.
- Works with other Directors on Districtwide initiatives.

- Meets with the Bilingual Education Council and assures compliance with the Memorandum of Agreement and provides administrative assistance.
- Works collaboratively with the Supervisor of the Office of Language Assessment and Placement to assure compliance with CR Part 154 in the identification, assessment, and placement of LEP students in Bilingual Education and ESOL programs.
- Ensures that the testing and assessment of LEP and ELL learners meets the specifications outlined in the No Child Left Behind Act (NCLB), and complies with all relevant federal and state regulatory guidelines.
- In collaboration with the Department of Accountability and the Director of Intervention, implements a systemic process that includes the provision of data-informed, research-based instruction and interventions to support the achievement of struggling learners.
- Assesses carefully the pedagogical details of the comprehensive educational plan (CEP) in every school, supporting principals in setting key objectives for learning and measurable benchmarks.
- Develops and revises citywide assessments in collaboration with district teachers and organizes scoring sessions in alignment with the implementation of the instructional management system.
- Meets with teachers, administrators, and schools regularly to ensure national and state academic standards and performance indicators are maintained and provide documented evidence of site visits, observations, and findings.
- Prepares and manages the departmental budget including oversight; approval of expenditures; and monitoring.
- Oversees purchases and administers the distribution of all departmental materials and services, and manages all departmental resources.
- Implements department goals and objectives annually and performs all other tasks and duties as assigned by the Deputy Superintendent of Teaching and Learning.
- Provide training to school administration in collaboration with instructional directors to enhance administrators knowledge in building collaborative cultures reflective of learning communities.

Overview
The Executive Director of Bilingual Education and World Languages is a critical member of an integrated instructional team in the Division of Teaching and Learning. They exercise significant discretion and independent decision-making authority and advise the Deputy Superintendent of Teaching and Learning regarding policies and protocols developed to ensure that all schools are addressing the diverse educational needs of all students. The Executive Director provides intellectual and administrative leadership by catalyzing, leading, and participating in collaborative, interdisciplinary research and action-oriented results to support student achievement. They work closely with Principals to ensure school success in meeting cumulative performance targets and to foster high levels of Principal satisfaction with services provided. They collaborate with Central Office departments to identify and select highly qualified teachers, collect and analyze data for instructional improvements, seek external funding, and meet all Federal, State, and funding source reporting requirements. They lead the development and implementation of District standards, instructional initiatives, curriculum, and professional development for English Language Learners (ELLs).
