    Description
    Summary


    This position plans and directs the maintenance of Cooper Lake, Eklutna and Plant 1 Power Stations in a timely and cost-effective manner while ensuring safety and economical daily and long-term reliability.

    Essential Functions


    • Demonstrate leadership in safety; this requires observing and enforcing safety rules and practices, encourage safe work behaviors, and promptly correcting conditions and unsafe behaviors that may lead to accidents.
    • Plan and direct daily predictive and preventative maintenance work for a crew; schedule crews, parts, supplies, tools, and transportation required to complete maintenance tasks; review and update status of maintenance activities of on-going projects.
    • Develop, implement, and maintain assigned areas within the computerized maintenance management system (Maximo). Maintain accurate maintenance records; propose changes to improve the system; train personnel in proper utilization of the system.
    • Initiate repairs and requisitions materials required in machinery maintenance; ensure all parts required for planned maintenance are on-site and verified prior to need date.
    • Supervise maintenance activities during major maintenance and projects ensuring that each is completed in a timely and safe manner, within budget.
    • Plan and prepare budget forecasts for major maintenance and projects; compare forecast to actual expenditures and takes corrective action as required.
    • Maintain a five (5) year look ahead plan of needed work and projects. Work across functional groups for coordination and planning.
    • Coordinate maintenance activities with Operations Managers and respond to requests for corrective maintenance.
    • Management and coordination of contractors performing work on and off site.
    • Responsible for the development of inspection schedules for major and minor work and preventive or predictive maintenance; effectively use the work management system to initiate and track maintenance activities.
    • Prepare, organize, and review appropriate documents, overhaul records, work orders and technical reports prior to each maintenance project; during projects, draft technical reports and complete annual inspection checklists for inclusion into final reports; perform final review of overhaul reports and verify all necessary overhaul documentation is included.
    • Document equipment failures and perform root cause analysis; formulate innovative solutions to minimize reoccurrence.
    • Maintain thorough maintenance history of assigned equipment to include documentation of all OEM Technical Information Letter (TIL's) implementations.
    • Approve time sheets, vacation schedules; authorize overtime in coordination with Plant Manager.
    • Make recommendations to the Plant Manager regarding hiring of personnel. Direct the operations of the P&H Maintenance team. Responsibilities include to supervise, motivate, manage performance and develops staff to ensure accuracy, timeliness and compliance.
    • Ensure training and qualifications of assigned personnel.
    • Assist in execution of maintenance support contracts as assigned including development of work scope, quality assurance, change management, and cost control.
    • Develop and write formal procedures and checklists for certain tasks or work to reduce human error; provide standardization; improve QA/QC, training, and accountability.

    Relationships

    Internal


    • Plant Manager, Peaking & Hydro: Reports to, receive guidance, direction, and decisions from; coordinate with regarding maintenance work and use of resources; keeps fully informed on progress and problems encountered; assumes duties as assigned.
    • Operations Manager: Coordinate with to ensure plant maintenance activities are prioritized to maximize operational efficiencies. Assumes duties as assigned.
    • Technical Services Personnel: Aid and exchange information; seek engineering resources from; take technical direction from; receive approval from for process-related changes.
    External


    • Bargaining Unit Representatives
    • Repair Facilities: Coordinate and schedule repair work; authorize repair procedures in accordance with approved repair procedures; perform quality assurance inspections.
    • Local Venders: Consult with for items particular to the equipment being maintained.
    Competencies


    • Mechanical, controls, and electrical knowledge of industrial turbines and associated auxiliary equipment.
    • Working knowledge of heavy lift rigging, vibration analysis and rotating machine balancing.
    • Knowledge of welding and machining.
    • Ability to maintain organization and complete tasks in a timely and efficient manner.
    • Effective leadership skills with the ability to manage cross-functional teams and foster collaboration.
    • Ability to be self-motivated and able to function efficiently with little or no supervision.
    • Ability to interpret and apply complex P&ID's, schematics, technical letters, and vendor manuals.
    • Must be knowledgeable and skilled in maintenance techniques of aero derivative gas turbines, steam turbines, hydro, and plant auxiliary systems.
    • Must be capable of training and mobilizing and motivating a safe and efficient workforce.
    Supervisory Responsibility


    This position has the supervisory responsibility for the P&H Mechanical Foreman, P&H Electrical Foreman, Maintenance Mechanical Technicians, Maintenance Instrumentation and Controls Technicians, and Maintenance Electrical Technicians.

    Work Environment

    This is a field position supervising and directing craft. The Maintenance Manager will be expected to be on site during major maintenance, repairs, projects and when managing contractors. Overnight stays at Beluga and Cooper Lake are to be expected. Will be expected to work in excess of a normal workday as needed. This will also include infrequent periods of around the clock work during emergencies and equipment testing. Exposure to extreme noise and heat is possible.

    Schedule and base location may be modified due to changes in Chugach business plans and/or maintenance needs at other facilities.

    Minimum Qualifications and Experience

    Education

    Bachelor's degree in mechanical, electrical, instrumentation engineering or related field from an accredited college or university, required.

    Experience

    Seven years' experience supervising, inspecting, repairing, and overhauling rotating machinery with emphasis on combustion turbines and hydroelectric turbine-generators, required. Experience in preventive and predictive maintenance programs required. Experience working in a union environment, preferred.

    Substitution


    Ten (10) years of experience, formal training, and education in the maintenance of gas and steam turbines, including auxiliary systems, at a craft journey level, may be substituted for the education requirements.
