    Description
    Duties
    GS

    • Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer.
    • Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist higher grade engineers in solving engineering problems and facilitate the work.
    • Assists in coordinating projects with engineers in other disciplines or with architects.
    • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment

    GS

    • Participates in the evaluation of programs and development of plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering.
    • Coordinates projects with engineers in other disciplines or with architects.
    • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
    • In conjunction with the primary duty of programming/base development, on a less frequent basis performs work in the construction management, design, and/or operations and maintenance (O&M) functions.
    • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment

    • Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc.
    • Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of mechanical engineering.
    • Evaluates/recommends programs and development plans and advocates for project requirements; performs work in facilities operations and maintenance (O&M) functions.
    • Provides consulting services and project coordination; collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
    • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment

    • Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering.
    • Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc.
    • Plans, programs, budgets, and executes required projects in support of assigned programs; performs work in facilities operations and maintenance (O&M) functions; provides consulting services and project coordination.
    • Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.

    • May act as project liaison with the Army Corps of Engineers or other design agencies as required.
    • May be required to serve on A and E selection boards.
    • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position

    • The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
    • Must be able to obtain and maintain a SECRET security clearance.
    • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
    Employee must pass initial and periodic short notice drug testing

    Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 0830


    BASIC REQUIREMENT:
    Individual Occupational Requirements for All Professional Engineering Positions 0800 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07


    SPECIALIZED EXPERIENCE:
    Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems
    Examples of specialized experience includes knowledge of mechanical engineering concepts and principles as well as the ability to apply standard mechanical engineering practices, methods, and techniques to perform, following specific instructions, relatively routine projects or on a portion of a larger and more complex project
    Knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments
    Familiarity with related engineering disciplines, particularly structural and electrical

    OR Education:
    Successful completion of 1 year of graduate-level education or superior academic achievement

    SPECIALIZED EXPERIENCE:
    Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems
    Examples of specialized experience includes knowledges of mechanical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects
    Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services
    Knowledge of the installation/command mission and organization

    OR Education:
    Successful completion of 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

    Examples of specialized experience includes knowledges and abilities applicable to a wide range of mechanical engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design
