Duties & Responsibilities
Purpose of Position: The Director of Nursing/Quality Management practices as a change agent of Bellevue Hospital Center's Management team by implementing quality indicators throughout the hospital to measure and evaluate the quality of nursing care provided to all patients and to ensure compliance with regulatory standards and regulations. The Director of Nursing under the direction of the Deputy Director of Nursing and Patient Care Services is responsible for planning, directing, implementing and evaluating all aspects of quality management and performance improvement activities of nursing. The Director of Nursing assumes full responsibility for the department assigned. They are skilled in education and training of staff to introduce new health care knowledge and methodologies. They have extensive knowledge of the American Nurses Association Standards of Practice, The Joint Commission Resources, National Patient Safety Goals, Patient Bill of Rights, Department of Health Standards and Bellevue Hospital Center Policy and Procedures.
Responsibilities
- Responsible for planning, administration and monitoring of all quality management processes and systems in accordance with hospital policies and procedures, The Joint Commission Standards and other regulatory agencies.
- Measures and monitors quality management activities through collection and analysis of data and communicating these activities within the Nursing Department, Hospital-wide Quality Council and NYCHHC Board.
- Prepares and provides report to the Nursing Quality Councils and Hospital Quality Council monthly and ensures that all required nursing reports are given to the Hospital Quality
- Management for HHC Board report quarterly and semi-annually and annually.
- Enhance quality of care management through a systematic performance improvement process and staff education.
- Provides guidelines and support to the nursing unit and departmental leadership in development of performance improvement projects.
- Acts as resource to staff in nursing and other disciplines in clarifying quality of care issues.
- Participates in nursing orientation program to discuss the role and activities of the Quality Management Department with emphasis on The joint Commission standards and other regulatory agencies.
- Ensures efficiency of data collection by improving existing process and developing new tools on data gathering.
- Assists HN/ADN as indicated to communicate information to staff and assures their participation in Patient Care Outcomes/Quality clinical indicators, Patient Satisfaction, and Patient Safety.
- Collaborates with nursing leadership to ensure that all data monitored are completed and submitted timely.
- Reviews and revises existing quality management programs routinely to ensure compliance with new changes in regulatory standards.
- Ensures that monitoring and evaluation of the standards of care and practices are adhered to whenever there is a patient occurrence, analyze fallouts and provide feedback to nursing leadership and staff development instructors.
- Reviews and summarizes all Occurrence reports, makes recommendations to nursing leadership of any fallout.
- Provides recommendations in providing staff education for any fallouts identified in evaluating quality indicators.
- Random clinical rounds/ medical records review to ensure compliance with standards of practice and care.
- Reviews and/or revises Policies and Procedures as needed.
- Assesses staff completion of Environment of Care/Safety reports and assures appropriate distribution of reports.
- Demonstrates managerial competency in working collaboratively and relating well with other department/disciplines.
- Facilitates communication and teamwork with other disciplines and departments to resolve and prevent problems.
- Assist in implementing on-going staff education program regarding IOP program in collaboration with other disciplines
Minimum Qualifications
- Licensed and currently registered to practice as a Professional Nurse in New York State; and,
- A Master's Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,
- A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.
Department Preferences
- Knowledgeable of the Joint Commission Standards, Department of Health Regulations, Office of Safety and Health Association, Bellevue Hospital Center Policies and Procedures.
- Effective communication skills and critical thinking abilities.
- Organizational and Management Skills.
- Some knowledge and skills in computer program such as Windows, Word, Excel and Power Point
