- Assist with post-award administration of federal, state, and local grants, with emphasis on compliance tracking, documentation, and reporting
- Maintain organized project files, schedules, deliverables, and reporting calendars.
- Track project progress against approved scopes, schedules, and budgets to support grant compliance.
- Prepare, review, and submit required federal and or state reports, including Federal Transit Administration (FTA) Milestone Progress Reports (MPRs), state and other quarterly progress reports, reimbursement documentation, and grant closeout materials, in a departmental support capacity.
- Assist in the development, tracking, and updating of multi-year capital budgets and project financial plans.
- Support cost estimating, funding source allocation, and cash flow planning for capital projects.
- Help reconcile project budgets with grant awards, amendments, and scope changes.
- Prepare internal summaries and reports related to capital project status, funding utilization, and budget performance.
- Develop and manage processes for Requests for Qualifications (RFQs) for architectural, engineering, and related professional services in compliance with federal, state, and local procurement requirements.
- Assist in the development of specifications for Request for Quotes, Requests for Proposals and Invitation for Bids, and respective evaluation and contract award materials.
- Coordinate procurement schedules, evaluation meetings, and documentation required for board approvals and contract execution.
- Maintain procurement files, including solicitation records, evaluations, contract documents, and compliance certifications.
- Assist with monitoring project milestones, deliverables, and consultant performance.
- Help identify project risks, schedule impacts, and documentation gaps, and communicate issues to project leadership.
- Prepare and maintain project tracking tools, dashboards, and status reports.
- Serve as backup to the ACT Community Action Grant Program (CAGP) grants coordinator/manager position by helping to monitor CAGP-funded projects for compliance with approved scopes, budgets, and schedules, and supporting the preparation of project status documentation, reimbursement tracking, and required reports for funded projects, along with the presentation of grant applications to the board of directors.
- Work collaboratively with Accounting, Capital Projects, Procurement, Fleet, Facilities Maintenance, IT, Marketing and Planning, Human Resources, and Operations to support project delivery and grant compliance.
- Assist with internal coordination to gather technical, financial, and schedule information required for reporting and audits.
- Participate in meetings, training, and workshops related to job duties.
- Bachelor's degree in Public Administration, Engineering, Construction Management, Business, Finance, Planning, or a related field preferred.
- Three (3) or more years of experience in project controls, capital project support, grant administration (post-award), or public-sector project management.
- Experience supporting federally funded transportation or infrastructure projects with Federal Transit Administration and or state transportation grants preferred.
- Experience in municipal transit, transit, or regional government is highly desirable.
- Strong knowledge of federal and state transportation programs, including FTA, IDOT and MoDOT funding structures.
- Working knowledge of federal and state transportation funding programs, particularly post-award compliance and reporting requirements.
- Understanding of capital project controls, budgeting, scheduling, and performance reporting principles.
- Familiarity with public-sector procurement processes, including construction and qualifications-based selection for architectural and engineering services.
- Ability to interpret grant agreements, procurement regulations, and contract requirements.
- Strong organizational and project coordination skills with the ability to manage multiple tasks, deadlines, and documentation requirements.
- Excellent written and verbal communication skills, particularly for technical and compliance reporting.
- Strong attention to detail and analytical skills related to financial tracking and project documentation.
- Proficiency in Microsoft Office Suite, familiarity with project tracking systems, grant portals (e.g., , BlackCat), and procurement platforms.
- Ability to work independently while collaborating effectively in a team environment.

Under the general direction of the Director of Grants and Procurement, the Project Control Specialist provides comprehensive project controls support for the planning, execution, monitoring, and closeout of capital improvement, operating assistance, and other projects. This position ensures that projects are delivered on schedule, within approved budgets, program requirements, and in compliance with applicable federal, state, and local regulations.Essential Functions include but are not limited to:
Project Administration and Reporting
Normal working conditions for this position are typical of an office environment. This is an on-site position with tasks conducted in a corporate office setting. May require some travel for vendor meetings, training, or conferences. The position requires a capacity to work beyond standard office hours when needed to address critical deadlines and to attend evening and weekend meetings if necessary.
