    POSITION SUMMARY:


    This is an exempt position providing all aspects of housing compliance, including reporting, policy and procedures, and on-site file reviews for the St.

    Louis Housing Authority's (SLHA) public housing portfolio and ensuring all projects and activities are carried out in accordance with HUD regulations and SLHA policies.

    This position ensures public housing complies with HUD, LIHTC, and other required oversight entities.


    MINIMUM QUALIFICATIONS:


    Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree from an accredited college or university in the following fields of study: Finance, Accounting, Economics, Business or Public Administration, Social Work, Sociology, Psychology, Community or Economic Development, or a closely related field, or at least six years of varied experience related to compliance, affordable housing, contract administration , or a related field.

    Experience working with programs administered by the Department of Housing and Urban Development (HUD) or other affordable housing-related programs is strongly preferred.

    The Compliance Specialist must have a strong knowledge of basic principles, methods, practices, and techniques involved in real estate development, leasing, and property management.

    The Compliance Specialist must have a thorough knowledge of HUD-assisted housing programs' basic rules, regulations, and reporting standards.
    Responsible for monitoring and ensuring compliance with HUD requirements through regular audits and quality control processes.

    The Compliance Specialist must have the ability to perform a secondary review to approve all tenant move-ins for income and program eligibility and audit programs for compliance; review move-out files for proper procedures and timely security deposit reimbursement to the tenant; ensure all leases, attachments, and forms comply with federal, state, and landlord-tenant laws and HUD requirements.

    Ability to monitor federal and state laws and other governing regulatory developments related to affordable housing and incorporate changes into policy and procedure.

    Ability to build SLHA's compliance capacity through clear communication, information sharing, and mentoring.

    The Compliance Specialist must have the ability to provide Property Management Team with advice and information regarding property operations, compliance, leasing, legal documents, legal processes, and other aspects of tenant relations and property management; work with site staff to correct file deficiencies, work with on-site management to correct findings and prepare responses, jointly create and maintain a master calendar to ensure all reporting to the appropriate agencies and asset managers is completed and delivered by the required deadline.

    Ability to prepare and submit monthly compliance activity reports to the Director of Property Management.
    Skill in drafting and preparing notification letters to residents regarding updates/changes in policies, as required.
    Skill in coordinating and conducting compliance training and orientation for Property Management administrative staff.

    The Compliance Specialist must have the ability to maintain current active certifications and affordable housing designations, ensuring knowledge of changes and updates in requirements of all assisted housing programs.

    Ability to interpret and apply local, state, and federal regulations, policies, and procedures related to the management of HUD-assisted multifamily developments.

    The Compliance Specialist must be ability to prepare clear and accurate reports, research studies, feasibility analyses, financial pro forma correspondence, and other documents.

    The Compliance must have the ability to communicate clearly and concisely, both orally and in writing.

    Ability to communicate on the level of the listener, recognizing when information has been misunderstood, and the ability to rectify any misunderstanding as needed.

    Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
