The Director is responsible for leading the Center for New York City Affairs' work in economic and fiscal analysis and policy, particularly in the areas of poverty, the city's low-wage labor market and the adequacy of wages, incomes and benefits, income inequality, and improved economic opportunities for low-income workers and their families.

CNYCA is an applied policy research organization that works where people's lives intersect with government and community organizations to illuminate the impact of public policy on the lives of individuals and communities. Our research focuses on rigorous analysis, practical solutions, and provides real-time feedback for policymakers, providers, and communities.

The work of the CNYCA's Economic and Fiscal Policies unit encompasses several distinct areas, including: analyzing the city's economy and low-wage labor market; workforce development practice and policy; city and state budgets and their impact on low-income communities, anti-poverty and related policy research on low-income communities; worker protections and standards, including for gig workers; and special projects. Our work combines economic and fiscal analysis with actionable policy responses to immediate needs and that address structural issues undergirding racial and economic disparities in the labor market, and that support adequate governmental funding for human service needs.

RESPONSIBILITIES

• Serving as an expert on economic and fiscal policy issues.
• Directing economic research and analysis on the local labor market and how it is affected by broader economic developments.
• Directing analysis of the City budget and how it is affected by the state and federal budgets in areas of the Center's concern. Anticipates external issues-such as changes in a broad range of federal policy and budget allocations-that could pose problems and service disruptions.
• Providing leadership and direction for the economic and fiscal unit staff including: developing a policy agenda, designing research projects, supervising staff, and collaborating with partners, funders, and policymakers.
• Engaging in local public policy discussions and developing actionable policy proposals regarding New York City economic, budget and tax priorities.
• Preparing reports and policy briefs, contributing regularly to the Center's on-line Urban Matters feature, conceiving and helping organize public forums, and cultivating effective relationships with the news media.
• Supervising staff, research assistants, and consultants.
• Active fund-raising, including grant- and report-writing and cultivating relationships with funders, to support the salaries and operating expenses of the economics/fiscal unit. This position is grant funded and the person hired is responsible to raise his/her/their own salary and to fundraise in support of the economics and fiscal unit.
• Contributing ideas and supporting the work of others at the Center to ensure the broader success of the organization in fulfilling its mission.

• Significant experience in public policy analysis;
• Demonstrated capacity to work and interact with a broad range of policymakers, advocates, grassroots groups, and members of the news media; and the
• Ability to think strategically and collaboratively about opportunities to influence public policy.
• Demonstrated experience in fund-raising for local economic and fiscal policy work is essential.

• Excellent written and oral communication skills, including the ability to communicate complex or technical information clearly to a range of audiences in writing, through public speaking and to the media.
• Strong economic and fiscal policy analytical skills are essential.

• Advanced degree in a relevant field such as in economics or public policy.

• Knowledge of the operation of New York City and New York State government and their respective legislative and budget processes is desirable.
• Familiarity with New York City economic and fiscal trends and developments is strongly preferred.
