    Summary This position is part of the Office of Intelligence and Counterintelligence, Department of Energy.

    As a Personnel Security Specialist, you will be responsible for intelligence security oversight for the Department of Energy (DOE); Ensures a secure environment for intelligence information in support of DOE and other National Security programs and policies; manages the Director of National Security's (DNI) Sensitive Compartmented Information (SCI) programs within DOE.

    Responsibilities This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status.

    This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement.

    Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.


    As a Personnel Security Specialist, you will:

    Serve as the Senior Personnel Security Team Lead point of contact for queries involving Sensitive Compartmented Information (SCI) access verifications & certifications.

    Analyze requests for SCI access submitted by Department of Energy (DOE) employees & DOE contractor offices, verify "need to know" criteria and determine eligibility for access.

    Provide advice and support to leadership, to include but not limited to the Branch Chief, Director or Deputy.

    Maintain various rosters, provides updated information as the requests progress through the approval process and assist with reconciliation of various reports.

    Serve as back-up for indoctrination briefings and debriefs personnel no longer requiring access to this material.

    Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.

    Specialized experience for this position is defined as meeting ALL of the following:
    Reviewing requests for Sensitive Compartmented Information (SCI) access submitted to determine eligibility for access. Preparing security awareness briefings or education program for security requirements to protect SCI material. Preparing written evaluations of any derogatory, discrepant, or mitigating information and recommend how to best resolve the security concerns. "Experience" refers to paid and unpaid experience.

    Examples of qualifying unpaid experience may include:

    volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

    Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience. While Time-in
    • Grade is not applicable, employees that hold excepted service positions are expected to have a minimum of 1 yr (52 weeks) of quality experience at the next lower grade level before receiving a promotion to a higher grade level.
