    Duties

    Duties my include but are not limited to the following:

  • Coordinates Park planning, such as: general management plans, design concept plans, stewardship plans.
  • Manages Park planning such as park studies; visitor experience plans; and prototyping activities.
  • Coordinates with NPS parks, other agencies and non-profit organizations in planning, development that will enhance park resources, operations, and visitor and community experience.
  • Acts as project manager overseeing coordination, cooperative agreements, and management of grant agreements.
  • Meets with stakeholders for oversight of all local, state, and federal environmental and historic preservation regulations pertaining to project development.
  • Facilitation of community engagement efforts.
  • Pursues contacts with civic groups interested in projects related to park and community themes.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

    All qualifications must be met by the closing date of this announcement-05/29/2024-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

    The Basic Qualification requirement for a Community Planner GS position:

    A Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

    OR

    Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

    AND


    To qualify for the Community Planner position at the GS-11 grade level (along with additional basic requirements listed above), you must possess the following minimum qualifications by close of the announcement:
    I possess one year of specialized experience equivalent to the GS-9 level in the Federal service. This experience includes: providing technical planning assistance, coordination, and leadership for cooperative conservation and outdoor recreation planning projects; providing technical assistance to federal, state and local agencies and organization to create local and regional network of parks, rivers, trails, greenways and open spaces; developing methods for involving the public in the planning process; organizing and coordinating planning projects; planning workshops and engaging community interests.

    I possess 3 years of higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

    OR

    I have successfully completed of a combination of education and experience as described above. To combine education and experience, first take the education credit; then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week on your resume as well as transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
