    Summary



    This position is in the Air Traffic Organization; Program Management Organization; Enterprise Services Directorate; Communications, Information, & Network Programs (CINP) Group. Candidates selected under this job announcement may be realigned to the Telecommunications Integrated Services Directorate responsible for modernization of the telecommunications infrastructure supporting services in the National Airspace System (NAS).



    Duties


    The four (4) PMO directorates' key functional areas are: (1) integrated resource management, engineering planning, analysis and integration and program health management and acquisition support; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation.

    Knowledge of project management principles and concepts to leads the development of program and project documentation in accordance with FAA's Acquisition Management System (AMS), such as requirements documents and cost benefit analyses. Leads teams that identify, analyze, and recommend implementation of operational strategies and tools to accomplish directorate missions, goals, and objectives that would improve the productivity and efficiencies of the ATO/PMO.

    Conducts logical analyses of technical problems to formulate mathematical models of problems for solution. Provides guidance to maintain network hardware and software, directs network security measures, and monitors networks to ensure availability to system users. Responsible for leading teams in developing, integrating, and implementing solutions to diverse, complex problems. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Uses previous experience to solve unusual problems and may create new solutions and policy interpretations as the

    situation requires.

    Analyzes documentation of complex NAS programs to assess adequacy in addressing technical requirements, operational requirements, and the contract requirements needed for effective implementation and execution of aviation automation systems. Develops performance standards and evaluates work in light of established standards. Plays a lead role in drafting, reviewing, and editing reports, papers or contractual documents for final approval prior to external distribution.

    Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Assembles and leads teams that develop or analyze standards, processes, and procedures that include system software, risk assessments, and configuration management processes. Provides policy guidance and instructions to others on all levels, both internally, and externally. Provides oversight of contractor software and system development efforts. Often represents FAA as

    a senior technical point of contact and as a Control Account Manager (CAM) or Contract Officers Representative (COR) on complex projects, programs, and other work activities. Participates in the development of and mentors more junior team members.
