    General Summary:


    The Trinity Railway Express (TRE) is a regional commuter rail service that is jointly owned and operated by DART and the Fort Worth Transportation Authority (The T).

    This position is a TRE position and is responsible for the management of highly complex TRE projects including technology implementations, development and management of operational metrics, tracking and assessing impact of federal regulations.

    Develops work programs, prepares RFPs for operational and professional services, selects and oversees consultants and DART and T staff in executing project tasks, schedules, and budgets.

    Serves as a team leader. Ensures compliance with federal, state, and local regulations and DART and T policies. Prepares and presents technical information reports to executive management and Board. Serves as liaison for marketing and service planning for TRE.


    Essential Duties and Responsibilities:

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    Oversees and assists other team members with project strategy and management.
    Performs technical analysis; interprets technical data and makes presentations to the Board. Analyzes and uses results from spreadsheets and other databases.
    Provides contract management duties overseeing the work of contractor/consultants. Evaluates and counsels consultant staff on work performance and task objectives.
    Provides guidance in the development, interpretation and application of policies and procedures.
    Develops and monitors portions of department work program and TRE planning projects.

    Reviews data adequacy, approval of methodologies, compliance with project budgets, schedules, and quality control of work program and work products.

    Prepares a variety of technical reports, responds to inquiries, and develops surveys and other data collection and analysis as needed.

    Continually explores and develops new project performance metrics.
    Serves as liaison with Service Planning and Marketing Departments for TRE.
    Performs other related duties as assigned.

    MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

    Note:
    An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications

    Bachelor's degree from an accredited college or university in Business, Transportation Planning, Engineering or a related field.
    Ten (10) years progressively responsible experience including three (3) years directing and overseeing a professional staff.
    Knowledge and experience with effectively coordinating activities between multiple departments, disciplines, federal programs and agencies.
    High-level analytical and creative skills to find solutions to complex and technical problems.
    Effective oral and written communication skills; excellent research, writing and organizational skills.
    Commuter Rail or Freight Transit technology and operations experience desirable.
    Knowledge of Federal Railroad Administration rules and regulations of Positive Train Control (PTC) desirable.

    Working knowledge of FRA regulations and other federal, state, and local laws and regulations governing Commuter or Freight Rail experience desirable.

    Regulatory compliance experience and freight railroad experience desirable.


    REPORTING RELATIONSHIP:
    Reports to VP Commuter Rail and Railroad Management


    WORKING CONDITIONS:
    Works in an environment where there is minimum exposure to dust, noise, or temperature.

    May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
