Resp & Qualifications
Leads the delivery of Medicare Advantage Employer Group Waiver Plan (MA EGWP) technology product build roadmaps.
These technology products and modernization programs are complex, large scale and have a strategic impact on Blue Cross Blue Shield Plans nationwide.
Responsible for delivering these products on time and on budget. Serves as single point of accountability for the development and delivery of specific lines of business product lines.Essential Functions
Defines the strategy for delivering of MA EGWP technology product roadmaps deployed to meet the current and future strategic goals, risk management imperatives, and mandates on a national scale.
Works proactively with customers to set direction for program initiatives, prioritize work across programs, propose future initiatives, support continuous planning cycle, and seek out new opportunities.
Acts as the account manager to ensure successful completion of the technology product project portfolio.Serves as the escalation point for major issues associated with technology delivery programs and is responsible for working with senior management at BCBSA, the BCBSA Director's Office and CareFirst's affiliate to resolve them.
Maintains portfolio view of all MA EGWP within our responsibilities; ensures adherence to consistent project management guidelines and policies for programs; Ensures the technology delivery programs are managed on schedule, on time, and within scope while escalating highly visible issues and risks to senior management attention.
Manages the budget of the portfolio of programs and initiatives for which they are responsible. Directly responsible for the software engineering teams supporting the product delivery.Provides direction, prioritization and motivation to program team staff, in order to manage allocation of resources to meet work fluctuations and budget and time constraints across multiple program and industry mandates.
Provides product and business direction and guidance to the technology product delivery teams. Reviews staffing goals and expectations to ensure that each is consistent and adequate to meet department goals. Delegate responsibility and authority to appropriate staff within the team. Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policy. Provides coaching, counseling and motivation to team members ensuring staff has the appropriate tools and training.Supervisory Responsibility

Qualifications
Education Level:
Bachelor's Degree in Computer Science, Information Technology, or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 8 years Related professional experience. 3 years Management experiencePreferred Qualifications :
Master's degree; 10 years related professional experience.
Knowledge, Skills And Abilities (KSAs)

Ability to think strategically and execute methodically.
High attention to detail with ability to manage multiple competing priorities.
Proficient in product delivery logistics.
Strong project management and problem-solving skills.
Salary Range:
$156,160 - $289,872

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration.
It is not typical for an individual to be hired at the top of the range, as compensation decisions depend on each case's facts and circumstances, including but not limited to experience, internal equity, and location.
In addition to your compensation, CareFirst offers a comprehensive benefits package, various incentive programs/plans, and 401k contribution programs/plans (all benefits/incentives are subject to eligibility requirements).
