    JOB SUMMARY:


    Responsible for the management and supervision of the fleet maintenance department to ensure the fleet remains in a state of good repair.

    Plans, organizes, schedules, monitors and oversees quality assurance for all fleet maintenance activities. Supervises assigned staff to ensure consistent adherence to WTA policy, procedures and safety standards.


    Provides input to the Fleet and Facilities Director regarding maintenance standards, annual department work plan, budgets, policies, practices and strategies to achieve departmental and organization goals.

    Monitors and approves expenditures in accordance with WTA policies and principles of sound financial management.


    ESSENTIAL JOB FUNCTIONS:

    • Provides leadership to the fleet maintenance department. Develops and maintains an atmosphere of cooperation and teamwork. Responsibilities include selection, training, shift scheduling, employee evaluations, enforcing work rules, discipline and initial grievance handling.
    • Oversees quality for all fleet maintenance activities to assure a state of good repair. Coordinates, organizes, plans and schedules WTA preventive maintenance and repair activities for rolling stock, shop equipment and shop tools. Sets and reviews standards for vehicle safety, readiness, repairs, serviceability and performance. Ensures that preventive maintenance inspections are performed on time and in accordance with original equipment manufacturer recommendations and industry best practices.
    • Assures the fleet maintenance staff apply a thorough and broad knowledge of modern techniques, concepts, methods, principles and practices of fleet maintenance including effective and efficient problem solving, analytical skills and concentrated attention to prevent errors and safety concerns.
    • Manages the Fleet Department's safety program. Assures staff receive required safety training. Promotes a safe work environment. Serves as a standing member of WTA Safety Committee. Liaisons with the agency's Safety and Training Supervisor to assure appropriate Safety Management Systems are implemented and maintained.
    • With oversight of the Director, acquires vehicles, equipment and services including specification development and review, bidding process, negotiations, bidder evaluation and recommendation of award. Assures contract compliance and administers warranty terms. Oversees vehicle acceptance, make ready, vehicle modification and disposal. Conducts necessary fleet campaign projects.
    • Prepares estimates of budget requirements for the fleet maintenance department.
    • Monitors and updates WTA's Transit Asset Management (TAM) program to ensure the fleet remains in a state of good repair.
    • Recommends work for contracting out. Oversees vendor selection, scheduling and quality control of contacted repairs and services.
    • Participates in inventory planning to determine parts requirements and appropriate stocking levels, including reducing excess inventory and eliminating obsolete parts.
    • Communicates with WTA divisions, vendors, suppliers and others to exchange information and resolve issues related to fleet maintenance.
    • Ensures compliance with the collective bargaining agreement; assists in the development of contract language for future negotiations and reviews contract enforcement; interprets and administers the collective bargaining agreement pertaining to fleet maintenance employees.
    • Assists the Director in developing and implementing department policies and procedures. Responsible for developing department training and certification programs.
    • Reviews, analyzes and interprets statistical and performance information from a variety of sources. Identifies and investigates maintenance improvement opportunities; plans and implements improvements; resolves complaints regarding maintenance work and employees.
    • Ensures that proper controls and accountability procedures are maintained for shop tools and supplies.
    • Administers the Department Environmental Compliance Program. Maintains current information regarding hazardous material, proper labeling of materials at all WTA sites and other applicable hazardous communications. Oversees storage, use and disposal of hazardous materials. Administers the Spill Prevention, Control and Countermeasures Plan. Establishes, trains and coordinates spill response and spill clean-up teams.
    • Coordinates with personnel throughout the agency regarding fleet configuration, availability and scheduling of maintenance repairs.

    ADDITIONAL JOB FUNCTIONS:

    • Provides agency-wide technical support for the WTA's safety, security and service delivery objectives.
    • Performs other related duties as assigned.

    QUALIFICATIONS:
    To perform this job successfully each essential function must be performed satisfactorily.     Knowledge of:

    • Methods, tools, equipment, practices, procedures and techniques used in the repair and preventive maintenance of transit buses, truck chassis, vans and automotive equipment.
    • Maintenance and repair standards for gas, diesel, propane, hybrid and electric powered equipment, transmissions, brakes, hydraulic, pneumatic, electrical systems and related subsystems.
    • Basic principles of supply chain operations, inventory controls, warehousing and purchasing.
    • Computerized fleet management and inventory management software and applications.
    • Revenue collection equipment.
    • Schematics and symbols pertaining to understanding of troubleshooting techniques.
    • Customer service skills to effectively interact with front line operators, peer managers and vendors.
    • Chemical hazard communications standards.
    • Shop safety precautions and programs.

    Ability to:

    • Exhibit strong supervisory skills including leadership, training, problem analysis, decision making, planning and organizing, adaptability and flexibility, time management and conflict resolution.
    • Communicate effectively, both orally and in writing.
    • Work effectively with employees at all levels of the organization, outside agencies and the general public.
    • Use computer applications relative to areas of responsibility including word processing, databases, spreadsheets and maintenance management software.
    • Follow and enforce safe working practices, including identifying and correct occupational hazards.
    • Understand and implement provisions of the collective bargaining agreement.
    • Work day, night, swing shift and weekends, as needed.
    • Work outside in all weather conditions.
    • Respond effectively in emergency, hazardous, or other high stress circumstances.
    WORKING CONDITIONS,


    TOOLS AND EQUIPMENT:


    Duties performed are primarily inside the maintenance facility, with some duties conducted outside with exposure to all weather types and conditions.

    Ability to operate basic to advanced tools and equipment typically used to perform the tasks required in this position.


    EDUCATION AND EXPERIENCE:

    • Bachelor's Degree in business, operations management, public administration, engineering, industrial, process technology or related field.
    • Certified Automotive Fleet Manager (CAFM), preferred
    • Five years of experience working in a fleet maintenance environment, required.
    • Three or more years of supervisory or lead experience.
    A combination of education and experience described above which would qualify the applicant for the position may be considered.


    LICENSE OR CERTIFICATES:

    • Valid Washington State Driver's License

    PHYSICAL REQUIREMENTS:


    Physical ability to perform essential job functions including, but not limited to: sitting, walking, standing/stooping/bending, pushing/pulling (approximately 20 lbs.), ability to look up and lift/hold objects overhead (approximately 15 lbs.), and climbing stairs and ladders.

    Position also requires the ability to hear and speak clearly for effective communications.


    SPECIAL REQUIREMENTS:
    Participation in the WTA's Drug and Alcohol Abuse Prevention Program is a requirement of employment. Must pass a background, credit history, criminal record and driving record check.
