A Geographic Information Systems Specialist operates a GIS geo-processing system and performs technical geospatial information system input, including research, quality control, spatial and attribute data capture, automation, editing, and maintenance, application design and programming, maintenance/configuration of hardware and basic system assessment, to produce a wide range of geospatial data, databases, maps, reports, and applications, and data exports and files; may produce spatial and non-spatial data for studies that provide technical assistance relating to the design, construction, operation, evaluation, and maintenance of public/private facilities, zoning and planning, and demographics.

A bachelor's degree from an accredited four-year college or university with a major in geographic information systems, engineering, geography, environmental science, earth science, computer science, or in a closely related field;

and

completion of 12 semester or 18 quarter units in geographic information systems;

or
Two years of full-time paid experience utilizing any level of ESRI's ArcGIS Product suite software, Autodesk Mapping Products, or other GIS software utilizing a geospatially enabled Relational Data Base Management System (RDBMS);

or

Current employment with the City of Los Angeles with two years of full-time paid experience utilizing geographic information systems software, which incorporates a Relational Data Base Management System (RDBMS).

PROCESS

NOTES
Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement has been met.

Applicants qualifying under Requirement #1 must list their school name and location, type of degree earned, and major in the Education Section of the application; and list their completed geographic information systems course titles with the number of semester or quarter units, school attended and completion dates in the Supplemental Questions Section of the application.

Applicants who fail to provide this information on their application will not be considered further and their applications will not be processed.

To meet Requirement #1, the 12 semester or 18 quarter units must be completed at an accredited college or university

or

be transferable to an accredited college or university.

Applicants filing under Requirement #3 must submit with their application a "Verification of Work Experience" (VWE) form with the required signatures, verifying their experience utilizing geographic information systems software with RDBMS.

The VWE form should indicate the type of work performed and the amount of time spent performing such work. The VWE form may be obtained on-line at

. Applicants may attach their completed VWE form to their on-line application at the time of filing, or will have seven (7) calendar days from the on-line submission date to e-mail a copy of their completed VWE form to

. The subject line of your e-mail must include the exam title, your name and indicate it is a VWE. In the body of your e-mail, you must also include your first and last name, last four digits of your Social Security Number and contact phone number. Applicants who fail to submit their VWE form within the time required will not be considered further and their applications will not be processed.

Candidates completing the examination process will be contacted by the Personnel Department to provide required proof of qualifying degree and coursework.

Applicants who wish to expedite this process may attach a copy of their qualifying degree and transcripts (annotated with geographic information systems courses, credit earned, and grade received) to their on-line application at the time of filing in the Attachments section.

Employees may be required to work weekend and evening assignments.

A Microsoft Professional Program in Data Science certification or a Microsoft SQL Database Development certification is desired but not required.

1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates.

The examination will consist of an on-line advisory technical exercise, a presentation, and an interview, In the interview, the following competencies may be evaluated:

Analytical Ability; Learning Ability; Attention to Detail; Initiative; Oral Communication, Written Communication; Reading Comprehension, including knowledge of:

how to read, interpret, and extract information from maps; how to identify quality control issues, potential discrepancies, or errors in maps; Job Knowledge, including knowledge of:

various geographic information system (GIS) programs and software, such as ArcGIS, ArcGIS Pro, ArcGIS Online, ArcMap, and AutoCAD; the best representation and necessary elements for displaying data, such as bar charts, line graphs, pie charts, layout, color, coordination, color intensity, legend placement, and shading; projected or geographic coordinate systems, such as North American Datum of 1983 (NAD 83), California State Plane Coordinate System Zone 5, latitude and longitude; various geographic information system (GIS) databases and applications, such as GeoHub, and/or other system applications; different programming or scripting languages, such as Python, JavaScript, or Arcade sufficient to create model builders, revise maps, or customize applications; necessary mapping principles and components, such as streets, dimensions, north arrow, geometric construction, scaling, and proportions; and other necessary knowledge, skills, and abilities.

As part of the interview, candidates will be required to make a presentation to the interview board about an issue related to geographic information systems.

While the interview raters will not assign a separate score to the presentation, the interview raters will consider the appropriateness, practicality, and effectiveness of the presentation in their overall evaluations of the candidate's qualifications.

Candidates should expect the interviewers to discuss the oral presentation with them during their interviews.

Specific information regarding the presentation that will be made during the interview will be e-mailed to those candidates invited to participate in the interview.

Prior to the interview, candidates will be required to complete an advisory technical exercise, which will consist of technical problems related to the duties and responsibilities of a Geographic Information Systems Specialist.

This technical exercise material will not be separately scored, but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate.

Those who do not complete the advisory technical exercise will not be invited to the interview and will be considered to have failed the entire examination.

To be considered complete, the advisory technical exercise must include a substantive response for each question or problem included in the advisory technical exercise for which a candidate is required to provide an answer.

Please note that candidates must complete the advisory technical exercise and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process.

The advisory technical exercise will be administered on-line.

A final average score of 70% or higher is required to be placed on the eligible list.

You must have received a regular appointment to a City position or be on a reserve list to file on a promotional basis.

Seniority credit at the rate of 0.25 of a point for each year of continuous City service will be added to the weighted test score of each promotional candidate.

The promotional list will ordinarily be used ahead of the open competitive list.

However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such competitive candidates ahead of the promotional candidates.

In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec.

4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.

Your name may be removed from the open competitive list after 6 months.
You may take the Geographic Information Systems Specialist examination only once every 24 months under this bulletin.

If you have taken the Geographic Information Systems Specialist examination during an open filing period in the Personnel Department within the last 24 months under this bulletin, you may not file for this examination at this time.
