    About the Position:

    Serves as Contracting Officer responsible for the full range of pre-award and post-award functions for a variety of high-dollar, complex service, construction, supply, and utilities contracts, including price/cost analysis, negotiation, administration and termination in support of installation and tenant activities.

    Responsibilities Perform pre-award functions for procurements involving complex contracts for highly specialized, new, or innovative equipment, construction, and services. Administer contracts for procurements of equipment, services, and construction programs. Develop solicitations with appropriate provisions, well-defined statements of work, and appropriate award factors. Negotiate prices, terms, and conditions to meet mission requirements. Monitor contractors' performance for compliance with terms and conditions of contracts. Resolve contract audit recommendations in a timely manner, while fully protecting the Government's interest.

    Basic Requirement for a Contract Specialist:

    Degree:
    Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees


    OR Exemption:

    You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
    QUALIFICATIONS FOR THE GS-11: Specialized Experience required for GS-11: One year of specialized experience which includes: 1) Reviewing contracts for accuracy in accordance with policy; and 2) Analyzing contract data to identify procurement issues and recommend corrective action; and 3) Developing procurement plans and/or packages to meet the needs of the organization.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracting, purchasing, economics or organization and management.

    QUALIFICATIONS FOR THE GS-12: Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Analyzing procurement plans to ensure compliance with regulations; and 2) Evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; and 3) Implementing contractual guidance and/or processes for the procurement of goods and/or services.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 to qualify for the GS-11; OR GS-11 to qualify for the GS-12 position)


    Education FOREIGN EDUCATION:

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    education program; or full credit has been given for the courses at a U.S. accredited college or university.
