    Nature of Work

    This is responsible professional and supervisory work in coordinating repair, replacement, and installation construction projects and inspections. Work involves evaluating and assessing project needs, preparing scopes of work, evaluating vendor performance, and maintaining detailed records of project progress through completion. An incumbent in this classification will also be responsible for preparing budgets and project forecasts, periodic inspections of construction sites, resolving conflicts or disputes with contracted personnel and vendors, and developing repair/replacement schedules for facility amenities.

    This position is not of a clerical, routine or ministerial nature and requires the exercise of independent judgment and significant decision-making on behalf of the department. Work is usually performed with considerable independence as to methods and procedures of operation, with assignments and general instructions being received from a superior. An employee in this class exercises supervision over professionals in various fields and administrative or technical staff. Work is inspected in progress and upon completion is discussed in detail by conferences with a superior. Reports to Department Director or designee.

    Essential Functions

    Duties include, but are not limited to:

    Supervising and evaluating the work and performance of subordinate staff, making recommendations for hire, discipline, and promotion and approving leave requests.

    Preparing the scope of work for Requests for Proposals (RFP) and procurement contracts in adherence with City rules and regulations and assists with the subsequent bid and permitting processes for assigned projects.

    Evaluating vendor performance on an ongoing basis to document instances of poor performance and provide feedback and continuity recommendations to Department Director or designee.

    Conducting facility and amenity needs assessment surveys via on-site visits, community meetings, and the compilation of department staff and public feedback; conferring with department director, or designee, to establish priorities and project goals.

    Maintaining detailed records and a project tracking system identifying projects by type, cost, scheduled completion, scope of work, progress, etc.

    Assisting with preparation of budgets and budget forecasts for assigned projects and performs fiscal monitoring of same, tracking expenditures and funding balances.

    Recommending and developing design guidelines and construction standards for projects based on research of past practices, industry best practices, and feasibility studies; developing replacement schedule for fixtures and amenities and repair guidelines for completed projects.

    Negotiating vendor rates and approves payments of vendor invoices; reviewing project close out documents and warranties.

    Assisting with construction claim issues with the contractors to avoid potential litigation and or excessive costs incurred by the City.

    May be attending weekly or bi-weekly construction progress meetings with the contractors, engineers/ architects, and inspectors.

    Assisting inspectors with pre-final and/or final inspections; performing other related work as required.
    Minimum Requirements

    Bachelor's degree in Building Construction, Engineering, Construction Management, or a closely related field and four (4) years experience conducting construction inspections and/or managing a high volume of repair or maintenance projects concurrently. Four (4) years related supervisory experience is preferred. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid through employment in the classification.

    An equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

    NOTE:

    Depending on the needs of the department, specialized certifications may be required.

A Bachelor's degree or higher in Building Construction, Engineering, Construction Management, or a closely related field Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
    2. Copy of valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
    3. To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or equivalent, transcript showing at least 60 college credits, Associate's degree or Bachelor's degree or higher in an unrelated field.

    Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
