    Sellers & Associates is seeing a Program Analyst 3 to support the Naval Information Warfare Systems Command 4.8 C3 Shore Program Management (SPM) Office in San Diego
    The requirement is for a proven and proactive Program Analyst
    They will provide leadership with scheduling, tracking requirements, data analysis, communication products, and sound business practices support

    Responsibilities:

    The Program Analyst will proactively and re-actively respond to short- and long-term tasking from the NAVWAR 4.8 C3 SPM Office Principal Assistant Program Manager (PAPM) and Assistant Program Managers (APM).

    Provide quality on time products to include communication products, briefs, point papers, and analysis.
    Prepare inputs for recurring requirements, including agendas and periodic reports, by consolidating contributions from the team.
    Develop slides and graphics for internal working groups as well as senior-level external stakeholder briefings.
    Track data calls, taskers, and action items
    Generate and facilitate input gathering.
    Maintain calendars, schedule meetings and events, and record meeting minutes.
    Conduct logistics or configuration management governance reviews and gap analysis.
    Monitor and update tasks in the Integrated Master Schedule (IMS).

    Develop and execute a communications plan with internal and external stakeholders to include other C3 Shore equities, NAVWAR 5.0 and various Program Offices.

    Identify and track Technical Assessment Team (TAT) support requirements.
    Develop a manpower phasing plan based on assessment of known future tasking and expanded scope.

    Develops initiatives that focus on improved business practices as well as improved data utilization, messaging and tasker responses, and technical/program execution processes.

    Utilize Model Based Systems Engineering (MBSE) process modeling.
    Develops Integrated Logistics Support (ILS) assessments and certification requirements.
    Develops and analyzes Life Cycle Sustainment Plans (LCSP).
    Performs other related duties as assigned
    Required Knowledge, Skills, & Abilities (KSAs) 5+ years of relevant experience
    Bachelor's degree in business or relevant discipline or equivalent combination of education and experience
    Active secret security clearance required.
    Proficiency in leveraging data to support decision-making processes and drive operational improvements.

    Advanced level proficiency in MS Office Suite – Specifically Power Point, Word, Access, and Excel (for Presentations/slides, correspondence, briefs, agendas, and action items, etc.).

    Creative, proactive, poised, and flexible supporting senior government leadership.

    Preferred Skills:
    Naval C4I system maintenance experience
    Familiarity with Navy Data Environment (NDE)
    Proficiency with MBSE and/or Scrum/Kanban
    Knowledge of PEO C4I
