Four years of professional work experience with primary responsibility for investigating, assessing, or controlling the human health impacts of environmental or occupational exposures to chemical, biological or radiological agents, or physical hazards.
D. in a field listed above may be substituted for two years of the required general experience.
**Technical leadership must have included responsibility for scientific/technical development, implementation, and ongoing evaluation of program operations, staffing and staff development, program planning, and policy development and analysis.

Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 1, Grade 27, OR current New York State employee with one or more years of contingent-permanent or permanent competitive service in a title at or above Grade 25/M-1, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications:
Preferred candidates will have experience in the implementation of environmental health regulatory programs in a State District Office or County/Local Health Department, strong knowledge of environmental public health, and knowledge of environmental health related Public Health Law and State Sanitary Code.
Candidates should also be familiar with environmental health program databases such as the Environmental Health Information and Permitting System (eHIPS) and the Safe Drinking Water Information System (SDWIS).
Familiarity with emergency planning and the Incident Management System is desirable.
Duties Description This position will serve as the Director of the New York State Department of Health Oneonta District Office, which is responsible for the management and implementation of a variety of environmental health programs within Delaware, Greene, Otsego, and Chenango counties.
Incumbents receive general administrative oversight, but serve as experts in their field, and exercise independence within their respective program areas.
District Office staff serve as the frontline to environmental public health and are involved in the regulation of public water supplies, food service establishments, swimming pools, bathing beaches, recreational aquatic spray grounds, agricultural fairgrounds, campgrounds, migrant farmworker housing, temporary residences, realty subdivisions, children's camps, mobile home parks, tobacco and vape enforcement, tanning and tattooing and the investigation of public health nuisances.
Duties will also include public health preparedness planning and emergency response, investigation of instances of environmental contamination and the investigation of disease outbreaks, and lead poisoning related to environmental health factors.
District Directors also represent the Department in dealings with the general public and with state, county, and local agencies, and also serve as the permit issuing official for regulated programs and are directly involved in formal enforcement proceedings.
