    Job Description

    University Human Resources is looking for a HR Employee Benefits Specialist to join their team.

    Job Purpose:
    The purpose of this position is to assist with the administration and implementation of various university benefits programs and daily operations of the benefits office. Troubleshoots benefits issues and provides guidance to employees regarding benefit programs. Coordinates with benefit providers and generates benefits reports to internal and external users.

    Job Responsibilities:

    • Responds to inquiries regarding human resources programs. Provides guidance to employees and management on human resources policies and procedures.

    • Assists employees with the completion of employment/human resources related forms and online human resources systems (, benefits, I-9); determines eligibility and verifies accuracy.

    • May supervise or oversee the work of other TAS employees and/or student employees.

    • Reviews and enters information into human resources/payroll systems. Analyzes human resources data, creates technical reports, and handles vendor reconciliations.

    • Supports, maintains and monitors human resources programs (, benefits, new employee orientation, training, and events).

    • Records and tracks expenses and revenue for department or area.

    Specific Departmental Job Purpose:
    This position is the first point of contact regarding healthcare/related benefits; requiring in-depth knowledge of university benefits (medical, dental, vision, disability, life, educational, retirement, employee assistance, wellness and paid time off). Responsible for researching benefit coverage inquiries/appeals. High utilization of Oracle, Oracle Advanced Benefits, OBI and vendor systems in order to monitor and validate eligibility, life events, claims and premiums. Managing and processing premium billings and the arrears process. Assist employees and departments in accessing employee resources. Handles HIPAA protected and confidential data.

    Specific Departmental Job Responsibilities:

    1. Customer Service:
  • High volume customer service, email, phone, in-person. This position is considered the face of benefits, providing benefits related customer service to current and former employees and their families. Empathic, precise, accurate and effective communication is key.
  • This position serves as the liaison between the customer and the third-party administrators (medical, dental, Rx, life insurance, Employee Assistance Provider etc). Assists with eligibility, coverage, life events, claims processing.
  • HIPAA Compliance, daily work with confidential/sensitive data.
  • Common to diffuse upset &/or extend compassion to customers when addressing personal medical/life insurance claims.
  • Manage and facilitate claims inquiries and appeals.
  • Death claim processing – coordinates between beneficiary and life insurance company.
  • Point of contact for Educational Benefits coverage inquiries.
  • Ability to triage and prioritize high volume of diverse inquiries.
  • 2. Systems/Eligibility:

    Heavy utilization of databases -
  • Oracle/Oracle Advanced Benefits – utilize the system to manage qualifying life events, certificates of coverage (when adding dependents &/or increasing life insurance). Validating eligibility and processing file discrepancies.
  • Third Party Administrator Systems – validating eligibility, processing discrepancies, manual entries in urgent situations. (Medical, Dental, Vision, FSA, Life, COBRA).
  • OBI & Nightly Edits – reporting functions used for life event processing and catching discrepancies in data.
  • PeopleSoft/Student Information System, use as needed to address Educational Benefits inquiries.
  • 3. Administrative:

    Facilitate Healthcare Benefit educational opportunities -
  • Primary point of contact for new employees regarding benefits choices.
  • Arrange employee educational sessions with third party administrators.
  • Represent Benefits and/or assist other benefit/HR staff in development opportunities across campus (Annual Benefits Fair, Open Enrollment Meetings, Informational Meetings, etc).
  • Primary point of contact for COBRA enrollment, manage enrollment with all TPA's
  • Other Admin -
  • Provide proof of current &/or prior coverage for employees and family members.
  • Manage Evidence of Insurability process for supplemental life insurance enrollments.
  • Process Child Support and Medicare documents as needed.
  • ·Document scanning to meet record-keeping retention requirements.
  • Minimum Qualifications Knowledge of standard human resources practices, policies, and procedures typically obtained by a high school degree or GED or equivalent and a minimum of 3 years of related experience.

    An equivalent combination of education, training, and experience is acceptable.
