    FINANCIAL MANAGEMENT ANALYST with Security Clearance - Norfolk, United States - Department of the Navy

    Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING/FINANCIAL RESOURCES DIVISION of COMMANDER US FLEET FORCES COMMAND.

    Duties * You will perform responsibilities as the Lead Financial Management Analyst (FMA) and Alternate Lead Defense Travel Administrator. * You will provide oversight, administration, policy, technical expertise, training and guidance for the BSO Defense Travel System (DTS) and Government Travel Charge Card (GTCC)

    Programs.

    Manage DTS at the BSO level (LDTA) * You will conduct and assist sub orgs with the reconciliation of financial feeder systems.

    * You will monitor and review Obligations, Payables and Expenditures in accounting systems.

    * You will provide daily DTS and CITIBANK (GTCC) Customer Service in accordance with the JTR, FMR, Navy Business Rules (NBR's), the DoDI , Volume's 3 and 4, and the IBA and APC Desk Guides for headquarters personnel and subordinate Commands.

    * You will create and maintain Standard and Internal Operating Procedures (SOP/IOP's) to ensure work processes are kept current and available for prompt and efficient cross training of the various Travel Team tasks.

    * You will manage and monitor the Compliance Tool, DMM, and DFAS Post Payment Review Reports for correcting all improper payments and recouping all Debts in a timely manner.

    * You will regularly monitor cardholder activity and delinquencies/misuse through EAS-generated reports and the Visa IntelliLink Review Analytics Module results and initiating appropriate actions as necessary.

    * You will maintain hierarchy structure and termination of GTCC's upon cardholder's dismissal, retirement, or separation.

    * You will perform as the Travel SME by providing training and assistance to subordinate DTAs with running budget reports, answering travel and DTS technical inquiries related to policies, responsibilities, and use of the system.

    * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

    * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.

    Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time.

    * This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.

    You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction Qualifications GS-12:

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    • Experience and detailed knowledge of budgetary policy, precedents, procedures, and regulation.
    • Experience and knowledge of policies, precedents, goals, objectives, regulation, and guidelines of a function area.
    • Experience and knowledge of administrative and financial management systems.
    • Experience in the coordination, compilation and analysis of the monthly defense travel system and government travel charge card reports.
