    Job Description


    The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Budget and Contract Director for System Administration (SA).

    This is a renewable, full-time, non-tenured, administrative position and reports to the Vice Chancellor for Budget and Finance and Chief Financial Officer.

    The position may be primarily located in either Reno or Las Vegas, Nevada.

    The NSHE is comprised of eight institutions :

    two universities, a state university, four community colleges and a research institute.

    The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.

    The position is responsible for development and oversight of the SA fiscal, position, and biennial budgets. Additionally, the position performs NSHE-wide committee leadership, supervision, service provider management, and other significant professional duties.

    The roles of the position include:
    Oversee budget management, position control, and budget development for SA.

    Direct, coordinate, and ensure that select System Office enterprise contracts and professional service agreements are initiated and negotiated in compliance with NSHE policy.

    Work directly with NSHE Legal Affairs and service providers in the review and execution of System Office and NSHE-wide agreements.

    Address any special assignment or professional duties in support of the NSHE Chief Financial Officer and System Administration. Serve as a member of NSHE CFO's senior management team.


    SALARY GRADE:
    Grade E (starting salary range approximately $123,500.00 to $165,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.

    MINIMUM QUALIFICATIONS:
    The successful candidate must have Earned bachelor's degree from a regionally accredited college or university. A degree in business or finance is preferred. An advanced degree in business administration or public administration is also preferred.

    Minimum type and amount of work experience, in addition to the above-required education necessary for a person entering this position:

    A minimum of 10 years of progressive experience in Higher Education with a minimum of 7 years of work directly related to budgeting and/or fiscal management.

    A minimum of 5 years working directly with leadership.
    A master's degree may qualify as two years of direct experience related to the position.

    Some travel statewide will be necessary, which will require a valid Nevada Driver's License.

    Successful candidates must possess the following knowledge, skills and abilities.

    It is recommended that applicants for this position demonstrate their knowledge, skills and abilities in the following areas within their application materials:


    KNOWLEDGE of State of Nevada and Nevada System of Higher Education fiscal management and budgeting practices; general legal and NSHE Legal Affairs contract requirements; purchasing requirements and guidelines; audit and compliance procedures.


    ABILITY to budget and manage fiscal resources; prepare, negotiate, and implement service agreements and other contracts; lead and build consensus with a diverse group of System Administration and institution representatives; and manage projects directly or in cooperation with a professional project manager.

    SKILLS must have strong oral and written communication skills with sound quantitative abilities. Possess strong facilitation, presentation, negotiation, and interpersonal skills.

    Must possess a self-motivated and proactive leadership capability in a collaborative environment and have the necessary skills to establish consensus among System Administration and institutional leader representatives.


    RESPONSIBILITIES:
    The duties of this position will include, but not be limited to, the following areas of responsibility.

    Duties In Support of the NSHE Chief Financial Officer:

    Lead and address any special assignment or ad hoc duty in support of the NSHE Chief Financial Officer, System Administration, or NSHE institutions.

    Provide constructive leadership for staff members assigned on an ad hoc or long-term temporary basis.
    Participate in NSHE Business Officers Council as a guest.

    SA Budget and Position Control Leadership:
    Develop biennial budget requests, operating budgets, self-supporting budgets, and special appropriation budgets, as needed.
    Plan, develop, and oversee fiscal management of State of Nevada funded and non-State funded accounts.
    Oversee all financial aspects of budgeting for personnel transactions including calculations for payroll, position control, and mandatory vacancy savings.
    Monitor expenditures with respect to compliance with the NSHE Code, and State and Federal laws, and regulations.
    Review and approve transfers of state and non-state funds.
    Address questions/referrals raised by controller and purchasing offices.

    Direct and oversee the production of reoccurring financial reports for compliance and oversight purposes; and specialized reports including end of fiscal year status of revenues and expenditures, budget to actual, and accountability reports.

    Oversee fiscal year end closing of SA accounts and set up accounts for new fiscal year.


    Contracting and Service Provider Management:
    Direct and administer service provider sourcing/contracting, and acquisitions within System Office on an as needed basis.
    Direct and facilitate the development of Requests for Proposal, and the associated review, selection, and award process. Work with institution and System Administration subject matter experts to facilitate best and final negotiations, and initial contract terms.
    Work directly with NSHE Legal Affairs and vendor personnel to develop final contact terms, documents, and achieve contract execution.
    Maintain strategic relationships with service providers to facilitate enhanced service delivery, and executive escalations when necessary.


    Supervision:
    Oversee day to day duties and supervision of permanently assigned team members.
