    Description


    This employee reviews plans submitted by contractors, developers, architects, engineers, the general public and other persons to ensure the adherence of the specified project to state and local building codes.

    Employee ensures compliance with fire safety and life safety guidelines and standards; provides technical direction to architects, engineers, attorneys, homeowners, and appraisers seeking preliminary design review, permit application review, or general building information.

    Knowledge of:
    Methods and techniques of building plan analysis. Building design and construction methods. Principles of municipal budget preparation and control. Principles of management, supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, and regulations. ICC, Ohio Building Code, Cincinnati Building Code, and related codes.


    Skill to:
    Operate vehicle.


    Ability to:
    Read and analyze building plans. Supervise, direct, and coordinate the work of lower-level staff. Select, supervise, train, and evaluate staff; delegate and assign work responsibilities. Interpret and explain City policies and procedures. Prepare clear and concise reports involving complex information pertaining to building codes. Communicate clearly and concisely, both orally and in writing. Work individually and as part of a group.

    Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups, contractors, architects, engineers, and the public.


    EXAMPLES OF WORK PERFOMED

    Reviews building plans, specifications, and applications to determine compliance with state and local building codes and ordinances.
    Procedures include, but not limited to, site plan review, building structure HVAC system fire protection, fire alarm system and

    accessibility.

    Assists

    applicants in finding solutions to building code issues.

    Consults with and advises building code applicants, architects, engineers, contractors, attorneys, homeowners, etc., to clarify building code regulations for code compliance.

    Responds to building code questions via telephone, in meetings, or via written correspondence.

    Writes clear and concise letters to applicants outlining building plan deficiencies.
    Research code issues for code history and purpose, proper interpretation, and uniform code enforcement; research building and permit histories.

    Assists applicants in resolving building code issues which are presented to the Board of Building Appeals; testifies before the Appeals Board as required.

    Works closely with other city agencies on code-related issues.
    Prepares applicable building and permit related forms and informational handouts.
    Performs field inspections to assist building inspectors on complex projects.
    Gives informative presentations to in-house personnel and the general public; works with other City agencies on building code issues.

    As required, testifies in court and at related hearings about code-related issues.
    Assists those contacted in the course of duty in an effective, efficient, and professional manner.

    Reviews and approves building plans and applications on a walk-in basis.

    ENGINEER OR ARCHITECT REGISTRATION MUST BE ATTACHED OR APPLICATION WILL BE REJECTED.
    Each applicant must be a Professional Engineer or Registered Architect in the State of Ohio.

    Additionally, each applicant must have five years of responsible experience in building design and construction work comparable to, but not limited to, decision making and plans evaluation, drawing plans for review of a senior member, or inspection of buildings for plans compliance and workmanship.


    OTHER REQUIREMENTS
    Must have or obtain a valid Driver's License by time of appointment

    Must have or obtain a Master Plan Examiner (MPE) Certificate of Competency from the Ohio Board of Building Standards (OBBS) within two years of appointment.

    Following appointment, must continue to renew MPE Certification at intervals prescribed by the OBBS

    MILITARY EDUCATION & EXPERIENCE EVALUATION


    Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.


    Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review.

    Environmental Conditions:
    Indoor and outdoor environments; buildings under

    construction or

    renovation; exposure to office computer screens; some work on ladders or scaffolds.

    Physical Conditions:
    Duties require maintaining the physical condition necessary for sitting, standing and walking for prolonged periods of time; moderate and heavy lifting and

    carrying; must

    be able to operate assigned vehicle.
