    Duties


    Serving as a Law Enforcement Specialist (Driver Instructor) GS makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission.

    This position is located in the within the Cheltenham Driver Training Branch (CDT), Cheltenham Training Division (CTR), Office of Cheltenham Operations (OCH), under the National Capitol Region Training Operations Directorate (NCR) and located in Cheltenham, Maryland.


    The primary purpose of this position is to serve as a law enforcement instructor which involves planning and conducting classroom, laboratory, and/or field instruction sessions as part of the driver training program.

    Instructional duties are performed at least 50% or more of the time.


    Typical duties include:

    • Conducting training classes for personnel and coordinating, planning and executing field training and lab exercises that are typically conducted outdoors.
    • Monitoring progress of students, documenting results, and/or recommending remedial and corrective action to include additional training, changes in training and/or operational procedures and instructions.
    • Conducting research on emerging technology, practices, and techniques to enhance instructional knowledge and skill.
    • Using life experiences from law enforcement to enhance course content and responding to student questions within the driving training subject matter area.

    • You must be able to meet job-related medical and/or fitness standards. You will be subject to an initial and annual physical examination that measures your visual, hearing, and physical acuity.
    • You will be subject to rotation to other programs and/or training sections in order to provide depth to the FLETC's instructor cadre.
    • Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
    • Must possess and maintain a valid state issued driver's license to conduct official government business.
    • Travel of 25% or less may be required.
    • This position is eligible for situational-only telework based on agency policy.
    • Overtime may be required.
    • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation and/or to ensure Continuity of Operations.
    • Must be able to obtain and maintain First Aid, Cardio Pulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certification within 12 months of employment.

    SELECTIVE PLACEMENT FACTOR:
    In order to be considered for this position you must:

    A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;


    • OR-B. Have held a federal civilian position in the 1801 occupational series.
    * AND-Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:


    • Patrol officer and/or investigative agent that requires you to operate various types, sizes, and configurations of law enforcement vehicles in emergency and routine driving situations. -OR-
    • Instructing basic and advanced law enforcement training curriculum in the driver topical areas to include: emergency response (ER); non-emergency vehicle operation (NEVO); traffic stops; pursuits; evasive driving; and/or, precision intervention techniques using front wheel and rear wheel drive sedans, full size and mid-size sport utility vehicles, all-terrain vehicles, and special use vehicles.
    Substitution of education in lieu of specialized experience may not be used for this grade level.

    Law grants the FLETC approval to hire retired federal employees with law enforcement/investigative experience to meet the expanding mission of the FLETC.

    Individuals may be selected for time-limited positions with eligibility for the dual-compensation waiver.

    The dual-compensation waiver allows retirees to return to work, earning their full salary with no offset to their FERS annuity.

    However, this waiver does not exempt the FERS annuity supplement from being reduced.

    Therefore, FERS retirees receiving a FERS annuity supplement, must be aware that like social security benefits, the FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.

    The normal workplace is a classroom or office, and inside/outside sites containing vessels.

    The position requires exposure to varying climate and environmental conditions including both cold and warm weather conditions and/or exposure to high levels of noise and dangerous substances.

    Appropriate safety practices will be utilized at all times. Safety gear, such as hearing and eye protection, will be used when needed.

    Work requires considerable physical activity when demonstrating vessel operating techniques. This work requires walking, standing, bending, sitting, or crouching in positions that may be tiring or uncomfortable.

    There is the need to enter, exit, and operate vessels in a safe manner during high speed, hazardous, and often times night conditions.
