- Designs and manages complex capital improvement and security projects based on City and client needs and expectations; prepares project charters, develops project schedules, conducts bid openings, develops request for proposals, negotiates contracts, leads project meetings, coordinates design for in-house projects or oversees contractors; and ensures that project operations comply with contract specifications, and applicable laws, policies and procedures.
- Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; selects and approves materials; identifies and manages risk and other project issues; and communicates unresolved issues to upper management.
- Develops project budgets, to include developing budget summaries, monitoring expenditures, reviewing and approving payment requests, processing change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work also involve managing project grants.
- Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.
- Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, City Attorney staff, and other City departments, and external agencies; develops and makes presentations to City Council, as assigned; oversees project operations; resolves issues and mitigates project risks; negotiates contracts; and provides technical and general information.
- May serve as the City's Energy Manager; manages and tracks energy usage; coordinates and oversees the implementation of energy-saving capital improvement projects.
- Designing and managing capital improvement projects.
- Coordinating with professionals, designers, general and special trade contractors, and other internal and external parties to design projects and assess City facilities.
- Performing quality assurance duties, to include tracking and monitoring project performance metric.
- Bachelor's degree in engineering, construction project management, or a directly related field OR equivalent experience.
- Five years of construction project management experience.
- Valid North Carolina Class C Driver's License with a satisfactory driving record acquired within a time frame established by the City.
- Three or more years of managing municipal or public capital improvement projects.

***This position will also be posted as a Principal Engineer (Civil Engineer III) and as a Sr. Engineer (CE II). Only one position will be filled depending on qualifications. You must apply for all 3 positions to be considered for either the Construction Project Administrator, Sr. Engineer (CE II) or the Principal Engineer (CE III) position.This is a "hybrid" position with the option to work remotely up to 3 days a week pending acceptable performance.
Devoted to providing project management and oversight of the design and construction of building improvements and major maintenance projects. Perform oversight and management of multiple and/or large, complex, and high-profile construction and design projects for City facilities and major maintenance. Oversee the entire project lifecycle which may include land acquisition, design, construction, and close-out and serve as designated subject matter experts. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Responsible for managing design consultants, general contractors, Construction Manager at Risk contractors, and other consultants; ensuring that projects meet deliverables and specifications; inspecting projects on site; developing and maintaining project records including documenting all issues, risks, scope and budget changes and impacts to schedules; assisting in the real estate acquisition process; collaborating with the City Attorney's office to negotiate and write high-dollar contracts in accordance with procurement laws and regulations; creating, managing, and tracking schedules and budgets; reviewing project documents and construction activities to identify constructability issues, conflicts, ambiguities, and other items that impede progress; identifying and managing risk issues, reporting unresolved issues to upper management; preparing reports and agenda items for the City council; making presentations; reviewing and approving payment requests; and participating in project planning and budgeting.
Some assignments may serve as the City's Energy Manager, devoted to tracking energy usage and implementing energy-saving capital improvement projects.
