    Summary



    The Director of Volpe National Transportation Systems Center (Volpe) Operations provides executive level oversight and management of all Operations functions, in a fee-for-service business model, including those with cross management to HQ organizations as part of a shared services initiative and ensures that their activities are conducted in accordance with laws, regulations, DOT and other Federal agency policies and guidance and supports Volpe's mission requirements.



    Duties


    The Director of Operations shapes Volpe's corporate culture to create a distinct and positive Volpe identity, consistent with U. S. DOT and Assistant Secretary for Research and Technology goals.

    Volpe's Director of Operations is Volpe's Chief Operating Officer, leading and overseeing all of the administrative, operational, information technology, acquisitions, and business enterprise functions supporting Volpe's 665 person staff to assure Federal process integrity and responsive and cost-effective Volpe operations. The Director also coordinates Volpe's Human Resource and Finance functions and works closely with the Chief Legal Counsel, EEO Officer, and the Director of Communications and Knowledge Management to integrate their activities into a seamless support system for Volpe's technical staff.

    The Director serves as the principal advisor on such matters to the Director of Volpe and manages all USDOT HQ Executive level contacts related to Volpe operational activities. The Director of Operations' activities are channeled in three major areas: (1) Oversight and management of all Operations functions, including those with cross management to HQ organizations; (2) Property Management, particularly management of the relationship with the General Services Administration (GSA) regarding construction completion, building operations protocols, new Volpe Conference Center management, and future disposition of the property; and (3) Strategic Business Management of all Volpe operational activities including ensuring that Volpe is aligned with USDOT shared services initiatives.

    The Director of Operations provides general managerial oversight to a staff of approximately 70 Federal employees through five subordinate managers and about 100 contractor employees with an annual budget of $35.3 million ensuring that all Volpe operations meet sound government and organization practices and the public trust and confidence of its customers. The Director of Operations manages all Volpe facilities and serves as Senior Real Property Officer, interfacing with GSA and other DOT building occupants as well as HQ, GSA, and OMB Executives regarding Volpe operations. Plans and provides information technology (IT) services and infrastructure meeting Volpe needs. Serves as the Designated Safety and Health Official and establishes, develops and oversees a comprehensive safety, security, emergency preparedness, disaster recovery and environmental health program for the facility and occupants ensuring accessibility for all employees and visitors; Ensures the delivery of a comprehensive human resources and labor management program that embraces diversity, equity, and inclusion and is consistent with departmental and OST policy and guidance; Contracts for services, equipment, materials and supplies to meet all Volpe project and institutional requirements. Additionally, the Director of Volpe Operations develops ideas for positioning Volpe for long-term competitiveness in a unique fee-for-service business model.
