    Description


    Serve as Director of the Business Operations Section; supervise contracting and administrative staff; provide forecasting and budget analysis for Division; oversee contract management; invoicing, and procurement of Division contracts.

    Coordinates with HR, and Finance Division to resolve issues integral to the organizationandrsquo;s functional responsibilities. Supervises a group of professional and technical employees. Employees at this level are virtually self-supervising and assume direct accountability for the work product.


    Essential Duties:


    Directs and oversees administrative and business functions to include contract administration, purchasing, budget, facilities management, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities.

    Oversees the Safety Program, open records requests and/or HUB/DBE/SBE programs.
    Analyzes trends on resource expenditures, economic impacts, or monthly and ad hoc reports.
    Coordinates and processes accounts payables, invoices, and travel. Troubleshoots financial information, data discrepancies, and monitors accounts.
    Coordinates and supports personnel hiring and development. Oversees and coordinates required training.
    Coordinates with other divisions to ensure timely contract, supplemental, and work authorization reviews, approvals, execution, and resolution of issues.

    Directs and oversees the planning, coordination, development and implementation of budgets; monitors operating budgets and provides reports, analysis and financial advice to division and office directors and their staff.

    Directs the planning, development, procurement, and contract award of professional, architectural, engineering, consultant, and ROW services and contracts.
    Manages the development, coordination, implementation, and management of highly advanced and complex annual operational and program budgets.
    Oversees the planning, development and implementation of administrative and operational policies and procedures.
    Reviews and makes recommendations on resource management.
    Reviews and monitors budget activities, prepares reports, coordinates financial forecasting, and performs trend analysis.
    Reviews requests for resource reallocations, evaluates justifications, recommends actions and submits Additional Funding and Budget Requests.
