    Duties * Analyzes and interprets guidelines (i.e., regulations, policies) for implementation of military and civilian personnel requests. * Serves as a technical authority on work performed using personnel databases and systems. Manages the transactions and accesses data using personnel database systems.

    * Provides administrative support on a wide range of Civilian personnel actions to include resignations, retirements, terminations, disciplinary actions, leave administration, reassignments, promotions, performance appraisals and incentive awards.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires that the employee occasionally travel away from the normal duty station up to 15% of the time.

    Specialized Experience:

    One year of specialized experience which includes providing technical advice and guidance regarding a wide variety of military HR programs that include, but are not limited to strength management; personnel readiness; awards; In/Out processing; evaluations; separations; flags; personnel actions; for the military HR management program for Brooke Army Medical Center.

    Participates in the implementation and administration of a variety of staff assignments in various military HR program areas.

    Manages the command's Officer Evaluation Reporting (OER) and Noncommissioned Officer Evaluation Reporting (NCOER) Programs for Regular Army (RA) and U.S.

    Army Reserve (USAR); and experience with HR systems (EMPReS), management of personnel actions, processing civilian award actions, advising management on civilian personnel matters.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).


    OR Education:

    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administrative, Business Management, or Human Resource.


    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.

    Add the two percentages.

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07.
