    Description

    The Principal Contracts Administrator is responsible for providing full life-cycle contract administration throughout the entire contract lifecycle, from proposal development through contract award to closeout, and for pro-actively managing contracts of various types, complexities, and sizes.

    Further, the Principal Contracts Administrator is responsible for General Services Administration (GSA) Schedule administration.

    In addition, when needed, the position will support Subcontracts and provide subcontract development and administration while ensuring compliance with Contractor Purchasing System Review (CPSR) requirements.


    The Principal Contracts Administrator will work closely with Government Contracting Officers, YRCI's Project Delivery teams and Shared Services Center, Accounting, Finance, Subcontracts, and Project Control as well as YRCI's partners in support of primarily federal contracts and occasional commercial contracts.

    Manage assigned portfolio of contracts from proposal development through contract award and administration to closeout.
    serve as the expert advisor on all facets of contract activities and handle complex contractual matters.

    Effectively leverage multi-functional relationships and networks to accomplish business objectives; identify and develop questions and assumptions based on the solicitation that impact contract compliance and strategy; provide guidance to internal business teams on the impact of relevant clauses and any contractual risks.

    Manage General Services Administration (GSA) schedules, Blanket Purchase Agreements (BPA), Task Orders (TO), and standalone contracts of all contract types; GSA schedule administration responsibilities include providing GSA sales reporting, reviewing refreshed solicitations, and editing the GSA catalog as required by a refresh.

    Provide comprehensive reviews of client contracts and terms and conditions to identify, mitigate and eliminate unusual risks, liabilities, and remedies in accordance with corporate policies and sound business judgement.

    Manage, maintain, track, and communicate with relevant stakeholders the key issues and the status of the contracts portfolio relative to contract requirements.

    Collaborate and build effective working relationships with external clients, such as Government Contracting Officers (CO), with YRCI Project Delivery teams and Shared Services Center, Client and Business Development, Project Control, and other business teams, as well as with YRCI partners to address proposal, award, and contracts administration matters.

    Ensure compliance with Contractor Purchasing System Review (CPSR) requirements and Standard Operating Procedures (SOP).

    Enter and regularly update contracts and subcontracting data in a Contract Lifecycle Management System (TechnoMile) and provide contracts and subcontracts data reports on a regular basis.

    Bachelor's degree
    A minimum of 10 to 12 years of experience in Federal government contracts and subcontracts administration.


    High-level of accountability and responsibility with in-depth knowledge and a strong understanding including but not limited to: Federal Acquisition Regulations (FAR) and General Service Acquisition Regulations (GSAR).

    Expert knowledge related to Federal government procurements, GSA schedules, BPAs, and Task Orders of all contract types.

    Demonstrated experience in managing multiple contract types including Firm Fixed price (FFP)/Level of Effort (LOE), Time and Materials (T&M), FFP, Cost-Plus-Fixed-Fee (CPFF), and solicitation types (FAR Parts 8, 12, 13, and 15), including negotiating terms and conditions.

    Successful track record in effectively interfacing with government Contracting Officers, internal customers (including Project Delivery Teams, Business Development, and Accounting) and company partners.

    Experience with subcontract administration, including developing subcontract agreements (Indefinite Delivery/Indefinite Quantity [IDIQ], Task Orders [TO], Master Services Agreements [MSA]) and modifications while ensuring compliance with Contractor Purchasing System Review (CPSR) requirements.

    Excellent written communication and interpersonal and relationship building skills.

    Required software experience:
    SharePoint; and Microsoft Office Suite (especially Excel and Word).

    Must be able to work independently as well as a part of a dynamic team and effectively communicate, verbally and in writing.

    Experience with HCaTS contract administration.

    Desired software experience:
    Contractor Purchasing System Review (CPSR) requirements.
