    The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts.

    Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency.


    LDR is comprised of the following groups:
    Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, Louisiana Tax Free Shopping Commission.


    The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information.

    Annually the division will process 13 million pieces, including tax returns for 38 different taxes, associated remittances, supporting documentation and correspondence and internal documents.

    These items include tax payments of $2 billion general fund dollars. Several methods are utilized to accomplish these goals.

    The functions are performed using permanent and temporary staff, variable scheduling and shift work, and pay differentials to hire and retain employees.

    Performance of these functions directly impacts the cash flow for the state and the issuance of taxpayer refunds or collection notices.


    ABOUT THIS POSITION:


    This position serves as the supervisor of the Document Preparation Section which has the primary responsibility of opening, sorting, batching, routing, and preparing all mail received by the department.

    Document Preparation has the added responsibility for the examination of tax documents to ensure that all information needed for further processing is included.

    In addition, this section also performs the appropriate research to obtain any missing information needed to facilitate successful processing. The section applies the appropriate departmental policies and contributes to the determination of the correct workflow. The accurate batching and accurate editing of tax returns directly affects performance indicators reported by the department.

    Duties include, but are not limited to:

    • Organizes, monitors and coordinates the overall workflow and prioritizes the work inventory of the section to maximize processing efficiency.
    • Sets goals for the section to accomplish the objectives of the department and develops methods of achieving those goals for the section.
    • Implements and monitors quality control methodologies to ensure the accuracy and correctness of the work product of subordinates. Evaluates the quality of subordinate work product through a review of error reports and provides feedback to subordinates on those errors.
    • Develops procedures for the functions associated with the section, assigns tasks.
    • Identifies changes in workflow and procedures to accurately process taxpayer returns and related data. Oversees individual analysts on issues that may impact productivity such as attendance, idle time, and training.
    • Monitors changes in the nature of the work inventory and adjusts training as necessary.

    Minimum Qualifications


    MINIMUM QUALIFICATIONS:
    Four years of experience in which clerical work was a major duty.


    SUBSTITUTIONS:


    Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.


    Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.


    College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.


    NOTE:
    Business or technical school training with less than completion will only be credited in six month increments.
    Similarly, college training will only be credited in 15 semester hour increments.


    NOTE:
    Any college hours or degree must be from an accredited college or university.

    Develops procedures for work unit, assigning work and providing technical guidance to subordinates in resolving discrepancies on complex returns and payments submitted.


    Confers with other department staff concerning computer program changes made necessary by applicable tax law and policy revisions; performs test analyses on new programs and revisions to existing program based on such.

    Reviews reports of subordinates to ensure accuracy and thoroughness.

    Maintains and analyzes production reports and statistics for the unit.

    Assists in the development and design of tax forms used by the section.
