Description

The primary purpose of this position is to serve as the 53rd Wing Director of Communications. Functions as Chief Information Officer for the sole wing conduction operational test and evaluation for the USAF.lead/directs enterprise-side IT processes including major projects, daily operations, and management of 53rd WING communications system capabilities the affect USAF.
Responsibilities Plans, organizes, and oversees the activities of the 53rd Wing/A6 Communications Directorate Exercises supervisory personnel management responsibilities Plans and direct work through subordinate supervisors Cyber test and computer system lead :Develop and direct IT teams responsible for successful operations of communications and computer systems critical to support OT&E across MAJCOM test Attend meetings, conferences, briefings, and seminars related to communications program planning, advanced technologies, and support systems concepts Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A)
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.
Examples of specialized experience includes IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent in other pay systems.
Examples of specialized experience includes:
Experience with advanced concepts, principles, and practices of electronics, communications, and computer engineering fields. Experience with applying experimental theories and new developments or technologies to problems not susceptible to treatment by accepted methods.
Experience with resolving difficult, controversial problems and issues, and to plan, design, monitor, and evaluate complex engineering programs and projects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of enterprise IT, cloud technology, architecture, network applications, principles, methods and practices to sustain and expand an enterprise.
Knowledge of Joint Information Environment, Joint Capabilities Integration and Development System, AF, DoD, national and allied-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to U.S.
command, control and intelligence information systems, requirements management process as defined by the related requirements development and production documents to establish program goals, objectives, milestones, and methods or evaluating the effectiveness of planning actions as related to actual events.
Knowledge of operational activities within a multi-national network environment to share information policies, principles, and monitor the hardware and applications.
Expert knowledge of IT service management information systems and applications software required in carrying out ticketing management, problem isolation and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Skill in managing the network operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
