    Description

    This is advanced professional and administrative work with supervisory responsibility in the management of building planning, design and construction projects for NMB Water. Employees in this class are responsible for performing professional engineering duties requiring registration as a Professional Engineer in the State of Florida. Responsible for planning, assigning and reviewing the work of Construction staff including exercising authority for planning, design, plans preparation and specifications; signing and sealing plans when necessary, processing change orders; inspecting projects for compliance with specifications and accepted engineering standards; performing specialized engineering functions of a highly technical nature involving design, analysis or testing; overriding, accepting, rejecting or modifying engineering documents; preparing engineering reports for use outside the department or city; determining whether a design is in compliance with engineering standards, reviewing engineering calculations; and making analyses to answer complex engineering/construction questions. Emphasis of the work is on the development and implementation of policies and procedures to assure success in the monitoring of the work of consultants and contractors engaged in planning, design and construction of a variety of complex buildings and related facilities. Responsibilities include analyzing special conditions or circumstances which arise on projects, assisting subordinates with unusual or difficult solutions to complex construction problems and assisting in the establishment of NMB Water objectives. Incumbents exercise considerable independent judgment in the application of the principles and practices of construction, related engineering knowledge and in the administration of a variety of executing construction projects.

    Examples of Duties

    • Plans, assigns, and reviews the work of a staff of subordinate construction staff engaged in monitoring the work of consultants and contractors engaged in construction of a variety of complex buildings and related facilities.
    • Establishes policies and procedures for processing consultants/contractors' pay applications, requisitions and purchase order contracts and for use of testing laboratories; establishes guidelines for reviewing consultants plans and specifications; conducts meetings with consultants, user agencies and contractors; establishes construction standards for projects; assists subordinates with unusual or difficult solutions to complex construction problems.
    • Develops policies and procedures to receive, analyze and incorporate construction suggestions for construction projects.
    • Establishes policies and procedures to satisfy required conditions prior to advertising for bids; determines if pre-bid conferences are required, and if so, explains to bidders' specific conditions which may affect bid prices such as site conditions, other contracts and existing buildings and evaluates bids and makes recommendations for award of contract.
    • Assists subordinates in unusual circumstances where special commitments are required of the contractor prior to contract signing. Insures compliance with policies and procedures prior to execution of change orders; reviews change proposal requests and advises on establishing priorities for the initiation of change orders.
    • Formulates policies for warranty administration; screens complaints during the warranty period and delegates assignments for correction; consults with subordinates on solutions to special problems during warranty periods that are not the responsibility of the contractor and must be solved by means outside the original contract.
    • Performs special investigations, sites analyses and feasibility studies as required.
    • Participates in the development of policies to select competent and responsible consultants and contractors; recommends consultant and contractor performance suitability based on previous evaluations.
    • Supervises and implements delegated water and wastewater permitting program; reviews and certifies water and sewer plans; supervises subordinate engineers, program development and enforcement
    • Reviews water and sewer proposed plans for constructability of the Replacement and Repair (RR) or Capital Improvement Project (CIP); prepares various permit applications.
    • Propose new projects and/or modifies existing designs for infrastructure as the sewerage facilities, water supplies, water treatment, water wells, drainage at the water facilities, and facility improvements.
    • When required, directs professional engineering firms engaged in the development of RRs or CIP work orders or purchase orders; makes evaluation and assist in design decisions concerning the maintenance and operation of Norwood Water Treatment Plant.
    Minimum Qualifications
    • Bachelor's degree in Engineering, Construction Engineering, or a related field.
    • A State of Florida Professional Engineer license or ability to obtain within one (1) year.
    • Seven (7) years of experience in Engineering or Construction Management in water and sewer utility preferred.
    • Must possess and maintain a valid Florida driver's license with satisfactory driving record held throughout employment.

    • Knowledge of contracts, forms and procedures relative to building construction activities.
    • Knowledge of current construction costs.
    • Knowledge of the principles of management, public, and business administration and their application to the administration of government activities.

    • Knowledge of the interrelationships between different engineering specializations.
    • Knowledge of local, state, and federal laws, regulations and rules concerning permitting, design and construction of water and sewer projects.
    • Knowledge of engineering and construction contracts, forms and procedures pertaining to work performed by outside contractors and consultants.
    • Ability to plan, organize, and supervise the work of a staff of subordinate in a manner conducive to full performance and high morale.
    • Ability to exercise judgment and discretion in devising and installing policies and procedures for the administration of construction projects.
    • Ability to delegate the authority to subordinates necessary to complete responsibilities in construction projects.
    • Ability to understand and provide comments for complex architectural and engineering drawings and specifications related to complex building construction projects.
    • Ability to interpret pertinent laws and regulations and enforce compliance with building designs and construction schedules.
    • Ability to establish and maintain effective working relationships with consultants, contractors, supervisors, and departmental officials.
    • Ability to analyze bids and make recommendations for award of contract.
    • Ability to conduct meetings with consultants, contractors, and representatives of user agencies. Ability to express ideas clearly, concisely, verbally, and in writing.
    • Employee will be supervising contractors, vendors and consultant.
    • General supervision is received from the Director or Deputy Director of NMB Water, who holds incumbents responsible for effective work planning and progress and for the quality of professional results through personal conferences and performance reporting in conjunction with the Director
    • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
