    Job Description

    The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022 to form one agency, the Iowa Department of Health and Human Services (HHS).

    We are seeking a Public Health Medical Director Assistant (Executive Officer 1).

    Iowa HHS is accepting applications for the executive assistant to the Public Health Division Director/Public Health Medical Director.

    Working in a fast paced environment that handles a variety of challenging and exciting issues, top candidates will have clear communication skills, have the ability to multitask, work effectively with a variety of staff and partners, as well as effectively manage a variety of responsibilities in support of Division Leadership.

    This position provides the following management and administrative program duties for the department:

    1.

    Serves as the primary point of contact for the public health director for all public health division staff, internal and external customers, including but not limited to senior level administrators, policy makers at both the local, state, and federal levels, and congressional staff and officials.

    2.

    Identifies, monitors and handles complex policy, operational, and divisional matters while communicating critical information to the public health director, including monitoring assigned program goals, objectives and activities that cross departmental divisions and bureaus, as well as assignments made to other division directors and bureau chiefs.

    3.

    Assists with monitoring legislation affecting the division of particular importance or sensitivity and keeping the public health director informed as to the state of the legislation.

    4. Drafts administrative rules related to the functioning of the public health director offices.

    5.

    Manages, plans, organizes and leads division-wide projects assigned by the public health director regarding policy, fiscal and programmatic issues, including but not limited to office and staff moves and divisional reorganizations, communications with all public health staff, development and distribution of meeting agendas, ensuring shared areas of public health are equipped with necessary equipment and furniture, including management of the budget for purchases, serving as divisional point of contact with DAS-Building and Ground, ICN, as well as any other state agency necessary for project management.

    6.

    Manages and responds to inquiries and complaints from customers, policy makers, federal, state, and local agencies and stakeholders in consultation with the deputy of operations as needed.

    7.

    Provides direction to and follow up with public health staff at the request of the director of public health regarding division policies, procedures, budgeting, and operational matters.

    8. Drafts written correspondence regarding division policy direction, technical reports on division operations, and customer letters in response to inquiries and/or compliments;

    9.

    Develops and distributes executive team agendas on a weekly basis and follows up on assignments made during executive team meetings.

    10.

    Responsible for monthly fiscal monitoring for the public health director's office, including distribution of reports to the deputy of operations as needed.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program operations, or management.


    2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

    3)

    All of the following (a, b, and c):
    a. One year of full-time professional-level work experience in program administration, program development, program operations, or management; and b.

    A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c.

    A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience.

    Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.


    4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
