    To serve as a senior program analyst in the Department of Defense Cyber Crime Center (DC3), Enterprise Management Resources (ER), and Contract Management Office (CMO).

    Duties
    • Oversight of DC3 Contracts:Plans, directs, and supervises the oversight and business management, technical expert leadership, staff coordination, and consultation in functional areas of procurement and contracting, including implementing new developments and providing policy interpretation.Serves as the DC3 focal point for contracting matters and business decisions and strategies relating to DC3's cyber workforce and cyber security mission valuates and develops policies and procedures pertaining to contracting matters to facilitate the accomplishment and execution of pre and post contract actions.
    • Program Analysis: Assists the Chief Operating Officer in the execution of programs, projects, and initiatives to operate a National Cyber Center in support of the President's National Strategy to Secure Cyberspace, other national security initiatives, and the Department of Defense. Supports the execution of the Executive Director's vision in support of the integrated mission accomplishments of all directorates within DC3.Supports the development and implementation of the organization's strategic policy.
    • Performs supervisory personnel management responsibilities for activities of the CMO office:Plans and schedules work to be accomplished by subordinates, adjusting short-term priorities as needed. Provides advice, counsel, and instruction to employees on both work and administrative policies, procedures, and directives (including personnel policies and procedures). Recommends selections for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, cyber security mission requirements, and Equal Employment Opportunity and diversity objectives. Develops, modifies, and/or interprets DC3 performance standards.
    • Performance Management, Analysis, and Metrics:Provides expert guidance and assistance in support of the development of long-range cyber program plans to coordinate and prioritize DC3 projects. Provides expert direction to DC3 through continual analyses and interpretation of DoD Strategy, Congressional legislation, and OMB directives. Prepares analysis, maintains continuous contact with commands to ensure program objectives, recommends performance measures to leadership to ensure adequate and efficient execution of resources, and informs commands of any potential or immediate change in plans and policies. Evaluates total program performance to detect potential problem areas and initiates corrective actions.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert organizational understanding of analytical and evaluative methods for the assessment and improvement of organizational program planning and evaluation, to include knowledge of the DoD's mission, goals and objectives to effectively manage programs; to devise methodologies and techniques, and to identify and propose solutions to management problems associated with broad and difficult programs.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of Air Force, DoD, Intelligence Community and law enforcement counterintelligence policies, cyber investigative entities, missions, resources, operations, capabilities, databases, and requirements, as well as a wide range of concepts governing the DoD cyber counterintelligence and cyber investigative missions and its relation to the Air Force counterintelligence and cyber investigations programs in order to oversee DC3 contract management, strategic sourcing and mission.

    2. Extensive knowledge of DoD and Air Force cyber missions, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies in order to provide DC3 Director, ER Director contract flexibility while ensuring efficient use of mission funding.

    3. Knowledge of DoD and Air Force cyber concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs.

    4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.

    5. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. Experience as a program/project manager that includes developing plans, evaluating program processes/procedures, setting goals, measuring outcomes and making recommendations to management based on findings.

    6. Experience in developing processes, standard operating procedures, implementing projects, programs, plans, tools and templates, and providing project management oversight to ensure the DoD and Air Force cyber missions and requirements are achieved.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
