    THE POSITION
    TEMPORARY ON-CALL ROAD MAINTENANCE FLAGGER / LABORER

    Douglas County Public Works Department - Operations and Maintenance

    Seasonal Positions available at both Inland and Coast areas.


    Job Summary:

    This position performs a variety of manual tasks and duties associated with seasonal work projects within the Public Works Department, including but not limited to, flaggers, laborers, maintenance workers, and traffic control at various areas throughout Douglas County.

    All positions may not perform all duties outlined below, but employee must be able to work flexible work schedules that may include weekends, and may be assigned to various locations as needed.


    Essential Functions:
    This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.


    • Direct and regulate traffic during roadway maintenance operations; placement of appropriate signage; hold a hand sign; and communicate with motorists, pedestrians, bicyclists, co-workers, and the general public to ensure safe passage of traffic through work area.
    • Operate pilot car/light duty vehicle through traffic work area.
    • Mark/paint culverts, dig ditches, clean and install culverts, cut brush, remove obstacles from roadway and adjacent areas.
    • Perform heavy manual labor including use of hand tools, in and around rough terrain; hand load and unload various types of materials;
    • Perform manual work connected with patching and repairing roadways, installing fencing and sign posts;
    • Work in areas that may be exposed to paints, herbicides, and ditch debris from road runoff, as well as exposure to various elements including but not limited to poison oak, dust/pollen, sun, outside temperature extremes and noisy work areas.


    DUE TO POTENTIALLY HAZARDOUS NATURE OF THESE POSITIONS, OREGON CHILD LABOR LAWS PREVENT THE HIRING OF INDIVIDUALS UNDER THE AGE OF 18.

    QUALIFICATIONS:

    Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered.


    however, the following is preferred:

    • Sufficient work experience and/or training in road maintenance or related work to demonstrate the required knowledge, skills and abilities necessary to perform the duties of the assigned position, including but not limited to, fundamental traffic control, use of hand tools and equipment used in road maintenance and associated heavy manual labor for extended periods in all weather conditions; fire-watch and warning communication procedures.

    Desirable Qualifications:

    • Oregon Department of Transportation Flagger's card holders; background in fire prevention, fire education or fire fighting including emergency protocol procedures.

    • Regular and consistent attendance
    • Must possess valid Oregon Driver's License at time of appointment.

    Individuals will be assigned to outdoor work and will require bending, color identification, gripping with hands and fingers, hearing alarms, horns, and voice conversation, kneeling, lifting/carrying up to 60 pounds, pulling, pushing, reaching, shoveling/digging, sitting, standing long periods of time, walking in rough terrain and operating light duty county vehicle.

    Work is performed in an environment involving everyday risks or discomforts, including possible exposure to bee stings, poison oak, dust/pollen, heated materials, hot asphalt, paint, herbicides, fumes, obnoxious odors, sun and intense light, outside temperature extremes, and noisy work areas.

    Excellent vision and clear communication abilities is essential for fire-watch personnel. The proper use of personal protection equipment will be required.

    SCREENING & EVALUATION

    Driving Record:

    A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position.

    A Court Print Driving Record is obtained from the DMV and may take - 7 days for delivery, longer for out-of-state.

    Finalist(s) for this position will be made an offer of employment, contingent upon review and approval of driving record.

    An unacceptable driving record for employment is defined in theDouglas County Driver Policy (https:

    Employment is contingent upon a pre-employment drug screen.

    Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy.

    To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
