Our ideal candidate possesses expert knowledge in workforce programs, such as Trade Adjustment Assistance (TAA), WIOA Title III - Wagner-Peyser, Title I, and ESD's National Dislocated Workers Grants.
Our ideal candidate will also have a strong understanding of the WIOA performance reporting and are skilled in analyzing and researching data to support these programs.
Our ideal candidate will have experience in evaluating business processes, performing risk and impact analyses, and recommending process improvements.The Data Architecture, Transformation and Analytics (DATA) Division is your one-stop data shop comprised of state/regional economists, economic analysts, researchers, and many others who collect and analyze data about Washington's employment conditions, economy, job market and workforce.
The Data Architecture, Transformation and Analytics division provides research and analysis, program evaluation, and actuarial analysis in response to federal and state legislative mandates, stakeholder requests and ESD needs.

This is a full-time project position with an approximate end date of 05/31/2024
Duties
The Data Integrity (DI) team applies analytical and technical processes and methods in order to fulfill the WorkSource system reporting needs.
WorkSource data is the primary subject.Some of what your duties may look like:
Create knowledge base of Trade Adjustment Assistance (TAA) at both the programmatic and reporting level to serve as an additional TAA subject matter expert on the Data Integrity team.
Produce or contribute to the production of quarterly expenditure reporting for TAA.Research and analyze database structures within current Case Management system and assist the Business Intelligence unit with requirements for data characterization and migration to the Management Information System (MIS) successor system.
Analyze data to ensure policies and procedures are being followed.Build, support and provide reports built using SQL Reporting and Power BI Reporting Business Objects within the MIS, for all ESD staff and partner agencies .
Gather and analyze information on federal reporting deficits or federal reporting needs.Identify if the deficit is related to configuration or reporting, refine, and clarify the definition of that need, and define a solution scope that can be feasibly implemented by business or MIS CMS vendor.
Ensure the solution delivered will meet the needs of business and/or federal reporting.Provide technical assistance regarding reporting requirements for the workforce development system.
Work with ESD System Trainers to ensure operations will provide appropriate data for use in State, Federal and Operational Reports.
Research and study emerging performance analysis techniques, new resources, and data attributes and limitations.Monitor regional, state, and national performance activity, labor market articles and other related news releases, study workforce development program data and reports, and confer with other performance analysts to identify areas needing study, and trends and their effects on local and statewide performance.
QualificationsA Master's degree or equivalent in a Ph.
D. program in Economics, Information Technology, or closely allied field;
and
three (3) years of professional experience in data analysis.
OR
The Bachelor's degree in Economics, Information Technology, or closely allied field;
and
four (4) years of professional experience in data analysis
OR
Two (2) years as an Economic Analyst in State service.
Professional experience in economic analysis may be substituted, year for year, for the required education, provided a Bachelor's degree in Economics, Information Technology, or closely allied field has been obtained.
Additional graduate training in Economics, Information Technology, or may be substituted, year for year, for experience.OR
A combination of education and/or relevant experience, totaling eight (8) years.

Data Analytics:
Strong familiarity with research, evaluation, and analytics to support various projects and programs.
Trade Adjustment Assistance (TAA)
Experience:
A deep understanding of the TAA program, as it is crucial for multiple Projects and overall team efficiency.
Collaborative Team Player:
Proven success in working on team projects, demonstrating strong interpersonal skills, personability, and an ability to easily work with others.
Business Writing:
Proficient in various writing styles, such as technical, business, and professional writing, to clearly communicate in a subject matter expert capacity.
Technical Skills:
Expertise in writing and executing queries within the SQL Server Management Environment is essential for managing data and assisting with various tasks.
Additional Requirements of Employment:
Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
