    Job Summary

    The System Safety Specialist will be responsible for the performance of vehicle, facility and system safety hazard analyzes, project oversight, incident investigations, and system certifications.

    Duties & Responsibilities
    • Work collaboratively with MBTA managers, supervisors, and Transit Police to identify and mitigate hazards in a timely manner.
    • Represent MBTA Safety on task forces and committees established to address safety, passenger needs, and other topics relevant to Authority goals.
    • Prepare specialized accident/incident reports and corrective action plans as required by the MBTA Safety Plan and in accordance with the State Safety Oversight program as required by regulation, rules and procedures.
    • Participate in derailment investigations, wire investigations and vehicle collisions/accidents.
    • Prepare root cause analyses, system safety assessments, hazard analyses, and other specialized technical reports.
    • Measure, track, and report on the MBTA Commuter Rail Operator safety performance and effectiveness associated with Commuter Rail operations, maintenance, and engineering.
    • Work closely with representatives from the Federal Railroad Administration (FRA), MBTA's Commuter Rail Operator, and various MBTA departments to ensure the resolution of identified safety issues.
    • Participate in the evaluation of new and existing project plans, as part of the MBTA's Management of Change Program.
    • Work closely with field representatives from the Department of Public Utilities (DPU) to resolve identified safety issues.
    • Drive a company or personal vehicle to visit/inspect work sites and to assist at emergencies and/or events, as needed.
    • Participate in the review of Safety Personal Protective Equipment as well as other related safety equipment.
    • Participate in and provide training, coaching, and education of MBTA employees, MBTA Safety staff, industry, contractors, and patrons, as appropriate.
    • Review reports and correspondence submitted by passengers and others as it relates to stations and customer safety.
    • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner consistent with the Authority's customer service quality standard. Perform night and weekend Safety Duty Response in rotation with other Safety staff.
    • Respond either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
    • Adhere to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.

    Minimum Requirements & Qualifications
    Bachelor's degree from an accredited institution in Engineering, Business, Economics, Computer Science, Urban Planning, Safety, or related field. Four (4) years of relevant experience in transportation and/or construction safety, training, or operations.Documented relevant safety training courses such as those provided by the Transportation Safety Institute, National Transit Institute, OSHA, or equivalent.Valid Driver's LicenseEffective organizational, analytical, multi-tasking, time management and interpersonal skills.Ability to demonstrate strong analytical, communication and report writing skills. (Finalists selected to interview will be required to submit a writing sample at the time of interview.)The ability to use Microsoft Word, Excel and Database applications.The ability to effectively communicate with regulatory agencies, community organizations and others on technical and sensitive matters.Ability to provide internal and external customers with a courteous and professional experience.The ability to work with a diverse workforce.Ability to effectively comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.Ability to work effectively independently and as part of a team (or supervise, if required)Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

    A High School Diploma or GED with an additional seven (7) years of directly related work experience substitutes for the Bachelor's degree requirement An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement A Master's degree in a related subject may be substituted for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
    Preferred Experience and Skills
    Experience working in transportation, safety, or related fieldDemonstrated understanding of the Federal Transit Administration (FTA) and/or DPU regulations, knowledge of American Public Transportation Association (APTA) standards.Experience working in transportation safety.Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.Operation Lifesaver certified.Familiarity with the greater Boston railroad network, including Commuter Rail lines as well as adjacent/interconnecting railroad lines.

    Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
    Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
