    Minimum Education Bachelor's degree or equivalent experience Minimum Experience 1 Summary The Quality Assurance (QA) Analyst is responsible for following an overall Quality Assurance strategy for technology projects using the Information Technology (IT) Division's System Development Methodology (SDM).

    The QA Analyst is a member of the IT software development or systems team and works closely with the other QA Analysts, business clients, and IT technologists during the design, development, and test phases of software development and system deployments.

    The QA Analyst assists with refining client business requirements; the development of test cases and test scripts; supports user acceptance tests conducted by business clients; implements and maintains automated test scripts; reports software defects; and acts as a documentation librarian.

    Duties And Responsibilities

    Develops detailed systems requirement specifications. Supports the creation of detailed test scenarios for assigned work by analyzing available business and technical requirements. Participates in testing functionality, fixing defects, developing and executing regression scripts, and performing data load tests. Creates defect reports on issues found during the execution of tests. Understands the test environment and the underlying business issues, and traces functional requirements for the system. Prepares test data as necessary.
    Understands the systems development cycle. Writes and executes test cases based on specifications and use cases. Ensures compliance with SDM policies and procedures. Assists with the specification and use case creation efforts. Assists in diagnosing issues and creating reproducible scenarios and solutions. Assists with information gathering and tracking efforts to ensure FISMA compliance, and assists with interpreting FISMA requirements.
    Understands and prepares quality test documentation as required. Executes functional/system level test cases; and generates, maintains, and tracks test results. Performs system testing, database querying, light data content testing, web service testing, and light integration testing. Maintains and tracks defects, generates defect reports and issues logs, attends defect meetings, and provides defect retests and follow-ups. Reports test and work status on a daily or periodical basis.

    Understands and adopts an effective test process or test methodology to improve work efficiency and quality at various stages in the SDM.

    Communicates with the project and product management teams as necessary to resolve questions, issues, report progress or details on a frequent/on need basis.

    Acknowledges, maintains, and accounts for all communication through suitable documentation and meeting minutes.
    Supports the implementation of automated functional tests.
    Assists with and/or supports user acceptance test cases, as required. Works closely with the development team to test, resolve, follow-up, and retest defects and other issues. Identifies common areas of concern and assists in identifying a common solution or methodology for addressing the concern.

    Works with programmer and systems analysts to prepare security documentation, as required by the SDM, for FISMA and other information relating to the support of applications processing systems and infrastructure components.

    Position Requirements


    REQUIRED:

    Strong analytical ability and oral and written communications skills typically acquired through the completion of a Bachelor's degree in economics, finance, accounting, information systems, computer science, or a related discipline, and through full-time work experience of at least one (1) year.

    Knowledge of different application development platforms (web, distributed, mainframe). Thorough knowledge of the System Development Life Cycles. Strong knowledge of IT security; awareness of vulnerabilities and methods for mitigating them. Self-motivation and ability to work well with others. Demonstrated ability to learn quickly about new security tools and how to use them. Experience testing applications and writing test plans and test scenarios. Experience with database querying. Ability to multi-task and take direction. Some background knowledge in the financial industry is preferred but not required.

    The person will collaborate with cross-functional teams to identify opportunities, challenges, and risks and will make relevant recommendations related to transformation activities.

    Champion the digital transformation journey inspiring enthusiasm and buy-in among employees and stakeholders.

    Training & Digital Skills Building:

    Identify skill gaps within the organization; recommend desired skills outcomes and support development of training programs to build digital capabilities among employees.


    Communication:

    Keep stakeholders informed of progress and milestones related to digital transformation initiatives; seek feedback and dialogue to build trust and rapport with audience; identify and resolve gaps or issues that may arise during the digital transformation journey.

    Skills

    Hands-on experience with adopting Agile and product management, preferably at scale and with relevant certifications.

    Ability to apply systems thinking and perform product planning; ability to transformation abstract problems into roadmaps or plans; demonstrated experience in strategic planning, strategy execution, or project management.

    Experience with implementing a Digital Transformation, ideally within the U.S. Government.

    Relevant Agile certifications and coursework, such as Certified Scrum Master, Certified Product Owner, and/or Scaled Agile Framework certifications, such as Release Train Engineer.

    Change Management certification(s) from Prosci or equivalent industry leaders.
    Product Management certification(s).
    Experience identifying and mapping value streams, value stream optimization, and automation of flow metrics.
    Knowledge of and experience implementing US Government Technology mandates, such as NIST, FISMA, or cybersecurity requirements.
    Experience with drafting and complying with governance to support technology implementation and maintenance.
    This position is hybrid, requiring a combination of telework and an in-office presence in Washington, DC.
