    Description

    Duties * Incumbent will interact with program technical and business managers of ITL, ERDC and High Performance Computing Modernization Program (HPCMP) to develop business management plans and forecasts for HPCMP.

    * Assist the Associate Director for Business Operations in directing the business activities of the HPCMP to facilitate implementation of the HPCMP's vision and broad mission guidance while ensuring the legal, efficient and effective use of resources.

    * Prepare presentations and justification documents displaying program and business requirements for Planning, Programming and Budgeting and Execution processes.

    * Responsible for managing all matters related to HPCMPs reimbursable program to include communicating ERDC and HPC policies related to support agreements, funding documents, and facility account operations.

    * Request and manage any additional facility accounts needed to expand HPCMP's reimbursable program.

    * Interface with contractors providing HPCMP support in a variety of technical areas including HPC program execution, contract administration, cost estimating, performance metrics, networking and security.

    * Formulate the facility account fiscal year budget for input into the Corps of Engineers Financial Management System (CEFMS). * Analyze billing rates and ensure funds are collected in advance of services rendered.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    * This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

    * Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

    Specialized Experience:

    One year of specialized experience which includes formulating business requirements forplanning, programming, budgeting and execution processes; execution of budget and funding activities associated with reimbursable projects and facility accounts; and communicate policies related to support agreements, funding documents and facility accounts.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
