Description
Employee in this position receives minimum supervision from the Technical Services Director and is expected to work independently.Position is responsible for operations management of various systems to include telephone central office, PBX, residential and commercial telephony services, telecommunication system and services, SCADA, Municipal LAN, Municipal fiber systems, radio communication systems, AMR, electric metering and traffic control systems.
Manage, maintain and ensure operability of telephone central office system(s) and all supporting services required to deliver voice services to the City of Thomasville and the regional network(s).
Manage, maintain and ensure operability of the SCADA system.
This includes but not limited to Remote Terminal Units and all peripheral devices interfacing to the various systems of electric, gas, water, sewer, wastewater, network management and security applications.
Manage all aspects of electric metering systems to include testing, Smart Metering applications, calibrations, poly-phase installations, database management, current transformer and potential transformer testing/wiring, etc.
Manage various aspects of Municipal LAN(s) to include installation, provisioning, testing and troubleshooting of LAN applications, network cabling, racking, terminations, and provisioning.
Manage all aspects of various telecommunication systems to include installation, provisioning, testing and troubleshooting of SONET, TDM and Ethernet telecom data circuits such as T-1, DS3, 10/100Mbs, GigE.
Management, installation and maintenance of 800 MHz radio system to include all user equipment, administration databases, peripheral devices, regional connectivity's, etc.
Manage, maintain, and ensure operability of Municipal PBX systems to include core PBX, remote shelves, Digital and Analog lines, Telemate call tracking software, desktop phones, handsets, and their peripherals.
Manage, install, maintain, and ensure operability and interoperability of the Automated Metering (Smart metering) system and interoperability of supporting components.
Directly supervises all Technical Services Technicians supporting the aforementioned areas of responsibility.
Manages budget and expenditures of all areas of responsibilities.
Ensure that all FCC, PSC, OSHA, NESC, GAUPC and DOT requirements are fulfilled.
Provide operating specs for all telecommunications electronics, equipment, and materials.
Training Coordinator for all Technical Services Technicians and Utilities Services Technicians.
Define and implement technical requirements for the launch of new services.
Ensure systems and technical staff can respond to the demands of new technology deployments.
Observing, practicing, and enforcing all safety procedures and regulations.
Coordinate with management to effect positive and productive operations in technical staff area.
Train, supervise and evaluate activities of the technical staff to assure the highest caliber of customer service and quality of services delivered.
Maintain departmental objectives, effective administration, and implementation.
Material management and coordination with warehouse personnel to ensure an operational supply of materials and equipment are in constant supply.
Assess the operations, evaluate new procedures, and establish a plan of action to make the organization more efficient and profitable.
Perform monthly vehicle and tool inspections.
Performing annual employee evaluations to include positive disciplinary action when necessary.
Position Requirements
High school graduate or equivalent
An Associates degree in electronics, telecommunications, or related field is preferred, but not required.
Minimum of 5-10 years experience in the electrical/telecommunications industry with 2-3 years as a Supervisor or Manager with comparable responsibilities.
Must be proficient with Windows, MS Office, UNIX, etc.
Must be familiar with NESC, PSC, N.E.C., Bellcore, and OSHA regulations.
Must possess strong organization and project management capability.
Physical/Environmental Requirements
Mobility to work in typical office settings using standard office equipment. Vision to read printed materials and computer screen. Hearing and speech to communicate in person or over the telephone. Exposure to extreme weather conditions. On occasion required to perform manual tasks such as lifting, pulling, pushing, climbing and walking over rough terrain.
