Resource Planner – Gas Planning


**This job is eligible for relocation assistance to cover costs associated with moving to the Colorado Springs area.

Colorado Springs Utilities is seeking a highly qualified professional with expertise in gas resource planning. The Gas Planner will join a skilled team within the Energy Resource Planning and Innovation Department, which is responsible for the integrated resource planning of both electric and gas systems serving more than 200,000 customers. The department's mission is to strategically and collaboratively plan for the delivery of safe, reliable, and competitively priced energy to the citizen-owners and customers of Colorado Springs Utilities.

This position may be filled at either the Resource Planner III or Resource Planner IV level, depending on qualifications, experience, education, and certifications.

Key areas of focus:

  • Drive the creation of integrated gas resource plans and long‑term system plans (10–30 years)
  • Develop hourly gas forecasts for local distribution system usage and planned generation
  • Lead the Clean Heat Plan initiative outlined in Colorado Senate Bill 21‑264
  • Evaluate electrification opportunities for current and future gas customers
  • Identify and champion gas decarbonization strategies
  • Collaborate with gas transmission pipeline companies to ensure adequate system capacity
  • Serve as the gas planning Subject Matter Expert for long‑term electric system planning
  • Support system resource adequacy planning across gas and electric systems
  • Partner with departments such as operations, demand-side management, energy supply, fuel supply, transmission, and finance on modeling assumptions and analytical methodologies
  • Work with external consultants on studies supporting cleaner fuels and methane recovery
  • Document findings in technical reports and prepare RFPs
  • Provide policy analysis and subject matter expertise in legislative and regulatory activities
  • Educate internal stakeholders on gas planning initiatives, challenges, and emerging needs

Who you are...

Resource Planner III - 5+ years of experience in resource planning

Resource Planner IV - 8+ years of progressively responsible resource planning experience, including direct gas planning expertise

Education & Experience

  • A bachelor's degree in Resource Management, Planning, Engineering, Economics, Hydrology, Data Science, or a related field is preferred
  • Working knowledge of utility rate processes
  • Strong forecasting experience
  • Ability to independently prioritize and manage workload
  • Understanding of gas transmission, distribution, infrastructure, and natural gas combustion/interchangeability

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

  • Exerts up to 10 lbs. of force occasionally and/or small amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
