    Position Overview:

    SLAC's Design and Construction Services Department plans and develops infrastructure projects that enhance research objectives at SLAC, embracing our partnership with the Department of Energy (DOE) and Stanford University.

    We are seeking a Design and Construction Department Head to lead a team of project professionals overseeing a portfolio of projects primarily consisting of minor infrastructure projects ($30M) at SLAC. This position reports to the Director, Project Management Office.

    The Design and Construction Services Department Head is responsible for ensuring full project delivery of infrastructure projects. This position is responsible to ensure project management activities are executed within scope, schedule and budget baseline targets. The Design and Construction Services Department Head is accountable for effective, safe, secure, compliant execution of infrastructure projects in accordance with the SLAC Minor Projects Program or DOE O 413.3B as applicable.

    A successful candidate for this position is expected to have a strong background in the implementation of project management principles and concepts, knowledge of DOE Orders including Order 413.3B, knowledge of project controls processes/procedures and systems, and a drive for continuous process improvement.

    The Design and Construction Department Head is responsible for overseeing a diverse team of direct or matrixed infrastructure project managers, design managers and construction managers, and will interface strongly with project control specialists, risk managers, cost estimators, and/or other stakeholders including Stanford University and the Department of Energy to plan, execute, and support the infrastructure projects portfolio at SLAC.

    Primary responsibilities for this position include:

    • Manage the Design and Construction Services Department to include oversight of project managers, construction managers, and the design management function, structured to optimally support the lab's mission need.
    • Accountable for oversight of project planning and execution including: delivery, reliability, and consistency inclusive of data integrity, project processes, stakeholder communications, and project safety. Accountable for partnering with defined project stakeholders to validate requirements, scope, and support project execution. Hold project delivery teams accountable to ensure all projects comply with requirements and are executed safely and securely.
    • Mentor, train, evaluate, and develop project managers, construction managers, design managers, and applicable leads. Provide trained, matrixed staff who are proficient in and utilize standard project management processes and execute quality reviews.
    • Recruit, retain, and develop highly qualified staff to support infrastructure project delivery across the laboratory.
    • Assign work and resolve workload distribution issues to address current and future demand.
    • Accountable for staffing plans and expenditures for the department.
    • Provide direct or matrixed support for all SLAC infrastructure projects in a graded approach based on project cost, risk, and complexity.
    • Work closely with each Project Partnership Team to support scope and requirement definition for efficient construction delivery.
    • Coordinate with Supply Chain Management for the best project delivery and acquisition methods including negotiated contracts, design-build, design-bid-build, Construction Manager/General Contractor, and other approaches.
    • Accountable for institutional standardization of project processes, procedures, and data integrity for all projects in the portfolio.
    • Model and promote integrity, respect, customer service, continuous improvement, and accountability.
    • Partner closely with the programs, laboratory support organizations, and other stakeholders for seamless integrated project planning and execution to maximize project value and impact. Represent SLAC on construction project management to DOE and other internal and external stakeholders.
    • Serve as senior advisor on various institutional boards representing project execution.
    • Support applicable institutional improvement initiatives as assigned.

    To be successful in this position you will bring:

    • Bachelor's degree in engineering, architecture, or related discipline with 10+ years of progressively responsible management experience for the execution of large construction projects, multiple concurrent minor projects, or an equivalent combination of education and experience.
    • Extensive experience managing a construction organization with demonstrated improvement in safety, efficiency, and cost-effectiveness.
    • Ability to converse technically regarding facility and utility systems and the operation, maintenance, design and construction of various building types. Diverse knowledge of trade support areas including construction, inspection, carpentry, roofing, painting, mechanical, plumbing, electrical, and equipment.
    • Extensive experience managing and directing a large, diverse multidisciplinary team of people and portfolio of projects - building positive and collaborative working relationships among a wide range of scientific, technical, operational and administrative staff members engaged in a variety of programmatic and operational efforts. Ability to solve problems, establish trust and credibility and deal effectively with change.
    • Proven strategic and innovative thinker who anticipates needs and makes decisions within the framework of the institution's policies and strategic direction.
    • Extensive experience and comprehensive knowledge of management practices in planning, overseeing and executing budgets and proven ability to effectively balance schedule and budget priorities to achieve desired results.
    • Demonstrated communication skills over a wide variety of topic areas, both written and verbal, necessary to effectively explain, facilitate, present, negotiate, advise, and influence all levels of management, to both internal and external programs and organizations.
    • Experience in conflict management, performance management, career development, succession planning, and workload distribution.
    • Ability to adapt to changes, be creative with solutions, and have a tolerance for ambiguity.

    In addition, preferred requirements include:

    • Experience in claims resolution and requests for equitable adjustment.
    • Solid understanding of DOE Orders such as DOE Order 413.3B.
    • Experience executing projects under DOE Order 413.3B.
    • Understanding of SLAC programmatic and/or scientific and technology efforts and priorities.
    • Experience with project software and tools such as Microsoft Project, Primavera, others.

    Certifications and Licenses:

    • Project Management Institute, Project Management Professional (PMP) certification is not required but strongly preferred.

    The expected pay range for this position is $215,000 - $256,000 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
