    Job Summary

    The MBTA IT Department's Project Management Office (PMO) will be responsible for applying repeatable, consistent, and proven project and portfolio management frameworks to ensure due diligence in project planning, selection, and execution to help the MBTA's IT Department achieve its mission and strategic objectives. The Director of the PMO will be responsible for the ultimate success of all PMO functions.

    Duties & Responsibilities

    • Establish the PMO role and create a Center of Excellence in alignment with Project Management Institute (PMI) guidelines, quality standards, and requirements.
    • Develop, implement, and govern program management processes, dashboards, templates, policies, and metrics.
    • Establish a standardized and repeatable process to be used in the successful completion of Information Security and IT Operations projects.
    • Establish the process of defining the projects that provide the greatest value to the MBTA to establish the priority for spending capital allocations and operational budget dollars.
    • Lead the project approval and oversight process to ensure adherence to enterprise standards and architecture requirements.
    • Collaborate with executive leadership teams to assess and decide on proposal details while defining additional opportunities challenges, and risks in ongoing projects.
    • Define and manage project scope to provide maximum benefit to the MBTA.
    • Define the methodology that allows for the implementation of best practices across the IT Department.
    • Maximize the utility of existing resources, as project and technical resources are shared across multiple groups within the IT Department.
    • Perform all other duties and projects that may be assigned

    Supervision

    • Manage a team of four (4) to six (6) professional project managers.

    Minimum Requirements & Qualifications

    Minimum Education

    • Bachelor's degree from an accredited institution in Business, Computer Science, or related field.

    Minimum Experience And Required Skills

    • Seven (7) years of proven success in leading a Project Management Office.
    • Five (5) years of supervisory, managerial, and/or leadership experience.
    • Demonstrated track record of success at delivering IT Security and IT Operations projects on time, within budget, and with high quality.
    • Demonstrated knowledge of formal project management frameworks and methodologies (Agile, Scrum, Waterfall, etc.).
    • Hands-on experience in use of project management software (Wrike, Asana, Microsoft Project, etc.).
    • Experience in facilitating the development of grant applications and business proposals.
    • Expert-level knowledge of project and change management, methodologies, techniques, processes.
    • Experience in team leadership and development of best practices throughout project lifecycles.

    Preferred Experience And Required Skills

    • Master's degree from an accredited institution in Business, Computer Science, or related field.
    • PMP or PJMP certification.
    • Demonstrated skills and experience at leading and directing cross-functional teams.
    • Experience with online Project Portfolio Management software such as ServiceNow PPM.

    Substitutions Include

    • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement
    • An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement
    • A Master's degree in a related subject substitutes for two (2) years of general experience.
    • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

    • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
